Review of Nitrogen Aggregation Plan and Septic Plan — 152 Surf Drive. Mr. Harrington <br /> commented that 152 Surf Drive is in the Seabrook Village subdivision. The Seabrook Village <br /> Homeowners Association has previously allowed for the open space area to be used as credit land <br /> for undersized properties to obtain the additional land for more bedrooms. In this case, 17,546 <br /> SF is being utilized to obtain the 30,049 SF required area for three bedrooms. The septic design <br /> plan, credit land survey plan and Grants of Title V Nitrogen Loading Restriction and Easement for <br /> the facility and credit land have been provided. The review fee has been paid and the plans and <br /> documents have been reviewed. No issues were encountered. <br /> Tris Weller,of Weller&Associates, participated in the meeting and introduced himself for the <br /> record as representing the applicant. <br /> Chair Baumgaertel noted that the Board typically get the Zone II map in the packet, so members <br /> can see/confirm the credit land is in the same Zone II. Mr. Harrington stated that the open space <br /> credit land actually abuts the facility land at the rear of the property. <br /> Mr. Virgilio expressed concern about approving a Nitrogen Aggregation Plan (NAP) prior to the <br /> transfer of the property. Mr. Harrington stated that the deeds won't be recorded until after the <br /> property has transferred, so there would be no change in use until after the transfer. He further <br /> explained that this just gives the new owners the right to use the NAP and to approve a septic <br /> plan on the property. No permits have been pulled. <br /> In response to questions from Chair Baumgaertel, Mr. Weller confirmed that there had been no <br /> fill added to the credit land, and that it remained undisturbed and in its natural state. Mr. <br /> Harrington confirmed that no abutter notification was needed, as this was not a variance. <br /> There being no further comments or discussion, Ernest Virgilio moved to approve the Nitrogen <br /> Aggregation Plan and Septic Plan at 152 Surf Drive, provided that the draft Grants of Title V <br /> Restriction and Easement be finalized and recorded at the Registry of Deeds with an executed <br /> stamped copy provided to the Board of Health prior to issuance of the septic installation permit <br /> and approval of the building permit. Review of request for Recreational Marijuana Permit — 29 Echo Road. Mr. Harrington <br /> commented that he had sent the following list of questions to Kevin O'Reilly, and Mr. Reilly had <br /> answered all of them. <br /> • Will marijuana infused products be produced at this facility? Or cultivation? <br /> • Will delivery be performed from this facility? If it is, a copy of the log and manifest <br /> templates should be provided. <br /> • Will a courier service be used? <br /> • Has the Cannabis Control Commission approved their retail, adult-use license? <br /> • What is the status of the full structure build-out? <br /> • Will there be packaging of edibles or other non-bud type products? <br /> Kevin O'Reilly introduced himself for the record as the Chief Operating Officer for M3 Ventures, <br /> d/b/a Triple M. He stated that the company just celebrated three years at the Mashpee location. <br /> 4 <br />
