He clarified that they do not intend to do any home delivery. Products from Plymouth facility will <br /> be delivered to Mashpee twice a week through an armored service. Mr. O'Reilly stated the <br /> following in answer to Mr. Harrington's questions: <br /> • There will be no cultivation or processing activities.This location is for Medical and Adult <br /> Use Cannabis retail sales only. <br /> • There will be no delivery performed from 29 Echo Road. The only deliveries will be to <br /> supply the building from our Plymouth facility, where our cultivation and processing <br /> operations are located.Templates of our manifests and transportation logs are attached. <br /> • Triple M has a contract with Plymouth Armor Group, a Cannabis Control Commission <br /> licensed armored transport company to deliver product to the Mashpee stores from our <br /> Plymouth location and to bring cash to the bank. <br /> • Triple M received a provisional license from the Cannabis Commission on February 8, <br /> 2020. In addition, the Cannabis Commission conducted a successful inspection of the <br /> building on Monday, April 12th and we expect to receive final approval form the <br /> Commission soon, which will allow retail sales to commence by early summer. <br /> • With the completion of the temporary wings,we are working with our construction team <br /> to proceed with the build out of the permanent structure.We expect construction to start <br /> soon, with completion and opening by August 2022. There's a provision in our Zoning <br /> approval that the facility has to be completed by August 2022, and we should meet that <br /> deadline without any issue. <br /> Mr. Virgilio expressed concern about how the cannabis waste is being managed. Mr. O'Reilly <br /> responded that any product that is either returned or arrives not saleable is segmented and put <br /> in a secure vault. It is then manifested and sent back to the Plymouth facility. It is all tracked in a <br /> system called METRIC that the state has access to,so they can monitor where that product is and <br /> how much is available. A manifest is filled out and the product is transported to Plymouth,where <br /> it is rendered unusable, per state regulation. It is ground up and mixed with an inert material. It <br /> is then weighed and logged into the METRIC system, before it is disposed of. Ms. Patel asked if <br /> the waste disposal process is the same for every product sold, and the answer was yes. <br /> Mr.Virgilio expressed concern about traffic. Mr.O'Reilly explained that,as part of special permit <br /> approval, they were required to do a traffic study. They had to monitor the amount of traffic <br /> coming in/out of Echo Road,create a turning lane and,if that's not sufficient,install a set of lights. <br /> They will continue to monitor the traffic but,so far, have not had any issues with the medical side. <br /> They are prepared to address any potential problems with the recreational side, including hiring <br /> a detail officer for high traffic days. In the Plymouth facility, they found it beneficial to have two <br /> separate rooms and a flow pattern that would send clients out through two separate exits,which <br /> gives the medical patients a little more privacy. <br /> There being no further comments or discussion,Ernest Virgilio moved to approve the Recreational <br /> Marijuana Permit for Triple M Dispensary at 29 Echo Road, based on the conditions stipulated in <br /> the Health Agent's written comments to the Board: <br /> • An inspection by a Health Agent shall be performed prior to issuance of the operating <br /> permit. <br /> • The $300.00 operating permit fee is paid. <br /> • The statement that the applicant has read the Board of Health regulation and will follow <br /> all state and local regulations pertaining to the operation must be signed prior to issuance <br /> of the operating permit. <br /> 5 <br />
