<br />Mr. Ryther noted if the upgrade were for the house itself there would still be this many variances. <br /> <br />Mr. Harrington agreed it’s a big house, but because he is only looking for one and two foot <br />variances, those would be granted for putting in a brand new Title 5 on the property. <br /> <br />Mr. Baumgaertel inquired about the provision for impervious liners. Usually a variance between <br />SAS and any basement or slab requires impervious liner between SAS and house. He doesn’t see <br />that here. <br /> <br />Mr. Ryther can say the set back is to the front porch that has a small crawl space. <br /> <br />Mr. Baumgaertel sees 9 ft. to the garage slab. <br /> <br />Mr. Ryther noted the setback to the porch with a slab in it, it’s a solid porch area. <br /> <br />Mr. Baumgaertel noted it is still less than 10 ft. with a variance request. Typically, this is to prevent <br />gas migration, regardless it is always required. <br /> <br />Mr. Ryther will add this impervious liner to the plan. <br /> <br />Mr. Baumgaertel acknowledged this is improvement, but at some point he would like to stop <br />doing this. He asked if there were any abutters present this evening who want to speak. He asked <br />where the benchmark is. <br /> <br />Mr. Ryther sees the floor elevation on the existing house but he doesn’t see it transferred <br />anywhere. <br /> <br />Mr. Baumgaertel wants to ensure there is a benchmark on here somewhere. <br /> <br />Mr. Ryther stated the SAS and tank are in the driveway. <br /> <br />Mr. Harrington noted this is a gravel driveway. There needs to be risers and covers, if it were <br />paved it would require cast iron. If you’re going to pave you need to keep access. Conservation <br />won’t allow paved because it’s within 100 ft. to coastal resources. <br /> <br />Mr. Baumgaertel doesn’t think these should be happening on the coastline but it is an <br />improvement from what is there. <br /> <br />There being no further comments or discussion, Ernest Virgilio moved to approve the seven total <br />variances, with the condition of the impervious liner being added. Request for Reduced Refuse Hauler Permit Fee – My Cousin Vinny Junk Removal. Mr. Harrington <br />commented that the applicant is requesting a reduced fee for a small junk removal business. The <br />business was applying for a business certificate through the Town Clerk’s office when the Board <br />of Health reviewed it for sign-off. This fee has been in place since 1991. He would recommend the <br />same fee used for the sewage hauler’s at $100.00 per truck. When a company reaches 5 trucks <br />they will be even with the larger haulers. The Assistant Health Agent suggested that any <br />dumpsters or container use would still get the $500.00 annual permit fee. <br /> 4 <br /> <br />
