Mr. Carmen Shay, engineer at Shay Environmental, stated his name for the record, and is <br /> present to represent 31 Wilson's Grove. Mr. Shay commented that they are attempting <br /> to upgrade the system with a proposed 2000 gallon tank pump chamber combination <br /> going to 1500 gallon chamber with stone around. The variances requested are to install <br /> the septic tank two feet from lot line. A variance to install leaching within 6 feet to <br /> abutters on all three sides of property line. And finally a reduction of the size of the SAS <br /> by 25%. That would give a design flow of 220 gallons per day. <br /> Doug Crosby, resident at 29 Wilson Grove, stated his name for the record. He attended <br /> to represent his family and that of the other abutter. Mr. Crosby stated that he is not <br /> trying to stop owner from selling their home however, there are septic challenges. Mr. <br /> Crosby is concerned with the 3 foot burn cinderblock that is proposed to be adjacent to <br /> his property. It will have plastic above but nothing below.The yard will be taken up 3 feet. <br /> That will block the Crosby's view of the ocean which is secondary to his concern with the <br /> effluent. It is filling the flood plane and reports show that this does not solve the problem <br /> but just moves it. Behind Mr. Crosby's property there is already a 5 foot retaining wall <br /> with soil that was brought in.Wheneverthere is ocean or rain,everything from that house <br /> floods down to three houses. With the proposed 3 foot wall, Mr. Crosby feels surrounded <br /> by this soil. He knows of a property near him that is the same lot size as 31 Wilson's Grove <br /> that just put in a system in the past three years where it did not need to be raised, <br /> therefore no soil added. Mr. Crosby is asking the board to not approve the installation of <br /> the septic system as proposed and to find a way that does not require extra soils. He felt <br /> that this is a severe hardship, that his system will fail and property value will go down. <br /> Mr. Silvine, of 35 Wilson's Grove was unable to make the meeting but did send a letter <br /> with Mr. Crosby. Mr. Crosby read that letter to the Board. <br /> Mr. Harrington commented one option would be to put system under the driveway. He <br /> stated that would put 2 properties in jeopardy. Mr. Harrington felt that the best place for <br /> the septic system at 31 Wilson's Grove is in the backyard. <br /> Mr. Shay and Mr. Harrington discussed reduction to groundwater variance that could <br /> work as a compromise to make the abutters happier and make the project less expensive <br /> for the homeowner. Mr. Harrington agreed that may be a possibility and has been <br /> approved before. Mr. Harrington asked that a 1 foot reduction to groundwater variance <br /> be added to the list of variances and approved. <br /> There being no further comments or discussion Kripani Patel motioned to approve the <br /> following Title 5 variances at 31 Wilson's Grove, 1. Install septic tank 2 feet from the lot <br /> line, 2. Leaching within 6 feet to abutters on 3 sides, 3. Reduction of SAS by 25% and 1 <br /> foot drop to groundwater. Ernest Virgilio seconded. The order letter was prepared and sent via first class mail and certified. <br /> The certified mail letter was returned but not signed. The first class mail was not returned <br />
