MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> MARCH 8, 2023 <br /> Mr. Lehrer and Mr. Catania,Principals of CatDogg applied for a host community agreement for a <br /> marijuana establishment in the Town of Mashpee. A host agreement is required by the Cannabis <br /> Control Commission(CCC). The host community agreement for the said license became available <br /> after confirming with the Town Manager and Town Counsel. <br /> Mr. Lehrer gave a brief introduction, and will discuss the regulatory information with the Board. <br /> There were some questions raised at the Plan Review Committee which he recused himself from, <br /> and will discuss further questions relative to the parking. This is an allowed use in the zoning <br /> district as enumerated in the Mashpee Zoning Bylaw. The citations are contained within the <br /> petition, and they have leased the property with Kevin Andrade the Owner of Summerfield Park <br /> for the specific use. <br /> Mr. Lehrer said he and Mr. Catania appeared before the Mashpee Select Board in December to <br /> discuss the potential for executing a host community agreement for the stated purpose, and at that <br /> time the Select Board voted unanimously to offer the Town Manager to execute an agreement with <br /> CatDogg, LLC for the purposes of cannabis manufacturing and retail at the subject addresses.That <br /> agreement was executed on January 10, 2023. They are in a position to continue with preliminary <br /> design for interior space in pursuit of provisional licensure with the Cannabis Control Commission <br /> (CCC). They are congruently in the process with the CCC and the Zoning Board of Appeals <br /> application to this Board. They are hopeful for the approval of the Zoning Board to have approval <br /> from the CCC within 90 days of the packet submission. <br /> The use in allowed in the I-1 Industrial Zoning District, located in a pre-existing commercial <br /> industrial condominium complex. It would be a change of use for Unit 102A and B I A where they <br /> have executed that lease agreement. They are proposing no modifications to the parking or exterior <br /> of the structure. They anticipate executing their branding design, and will approach the Design <br /> Review Committee for the signage. They are hoping for support from the Zoning Board of <br /> Appeals. <br /> Mr. Blaisdell asked if approval is required from the ZBA for the signage. Mr. Lehrer said that a <br /> free standing sign that exceeds 20 sq. ft.would require approval from the ZBA for a Special Permit, <br /> but they will be requesting a zoning bylaw compliant wall sign. <br /> Mr. Gould asked if marijuana growing would produce a fair amount of electricity. Mr. Lehrer said <br /> that they are not proposing any cultivation of at this location. Mr. Lehrer said the pro-plan for <br /> manufacturing would be to contract with a licensed cultivator within the Commonwealth of <br /> Massachusetts to procure already cultivated marijuana flower for processing at their facility, not <br /> growing. Mr. Catania said that is a separate license that they are not applying for. <br /> Mr. Caggiano asked about the packaging. Mr. Catania said they will be buying wholesale from <br /> other growers that are currently licensed in the State. They will be buying in bulk and will extract <br /> the product and make some edibles, packaged pre-fills, and will be buying from other <br /> manufactures as well as from other State businesses. <br /> 12 <br />
