MEETING MINUTES <br /> MASHPEE ZONING BOARD OF APPEALS <br /> APRIL 12,2023 <br /> Ms. Sangeleer read a letter into the record from Ms. Joanne Peters dated March 8, 2023 who is <br /> an abutter. Mr. Furbush asked if some extra vegetative plantings could be installed. <br /> Attorney Kirrane provided the Board an aerial photo of the area that depicted the existing <br /> vegetation and where the swale will be installed. He explained that the natural buffer will remain. <br /> Mr. Bonvie mentioned that the paper road may be a concern if it is disturbed, and there is no <br /> vegetative separation. <br /> Ms. Joanne Peters, of Sassacus Road described that there are existing scrub pines between the <br /> parking area and her house. She mentioned that there's a walking path beside the paper road that <br /> is utilized by pedestrians from the neighboring properties.Ms. Peters mentioned that the parking <br /> spaces in the store parking lot are diagonally situated, and the lights from the vehicles entering <br /> and exiting is obtrusive to her property. <br /> Attorney Kirrane mentioned that the parking spaces will be corrected, and one of the light poles <br /> is being replaced with downward lighting to lessen the projected impact. <br /> Mr. Dibb explained that there is plenty of vegetation between the area of the neighboring <br /> properties, and the vegetation will remain where the swale is being installed. There are mature <br /> oak trees that exist between the parking area of Andy's Market and the Sherman Williams store. <br /> Mr. Bryan Anderson, Owner of Andy's Market addressed the Board and explained that the area <br /> of concern is Sherman Williams. He explained that only two arborvitaes were installed by <br /> Sherman Williams, and was told there would be more landscaping installed. Mr. Anderson <br /> offered to plant at least ten(10)arborvitaes along the parking lot line or on Ms. Peters' property. <br /> Ms. Peters said she sent an email to the Town regarding Sherman Williams regarding the trash <br /> blowing around the area. <br /> Mr.Bonvie asked Ms.Peters if she would prefer to have the arborvitaes installed on her property. <br /> She agreed to accept that offer and thanked Mr. Anderson. <br /> Mr. Bonvie is fine with the landscape plan; however, his concern is that someone needs to take <br /> responsibility of the O&M plan to inspect the rain gardens and basins after every storm event, <br /> and submit a report four times a year. He plans to keep track of this going forward, and if asked <br /> to make a motion, it will be a condition that the Board is notified. He reviewed the site plan and <br /> is concerned about the existing and proposed area noted as the CCB of the parking area and the <br /> rear lot line noted as 2196. Mr. Bonvie is concerned that the proposed berm could cause possible <br /> flooding on Sassacus Road. <br /> Mr.Dibb mentioned that the property manager has read the O&M report,and the plan is designed <br /> for a 100 year storm event. <br /> 2 <br />
