Minutes of Meeting <br /> Plan Review Committee <br /> Tuesday, February 21, 2023 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Andrew McManus Conservation A ent <br /> Mr. McManus said he met on a few occasions with Mr. Eddy to review the wetlands <br /> jurisdiction. He will review the performance standards under the Wetlands Protection Act. A <br /> condition would be an investigation for the vernal pool habitat and that the Conservation <br /> Department is notified within a reasonable time period. <br /> David Morris Building Commissioner <br /> Mr. Morris wanted to confirm that Zoning Board review is not required. Mr. Morris mentioned <br /> that there are buildings located less than 10 ft. apart. This would require fire rating separation. <br /> Mr. Ring mentioned that the buildings will have fire treated wood. Mr. Eddy will review the <br /> construction material. Mr. Morris noted that the garages are detached, and that there is a fire <br /> wall installed between each bay. <br /> Audience Comments <br /> Mr. Balzarini asked if there is an ancient way in this development. Mr. McElhaney said there <br /> is no ancient way on this particular parcel. <br /> Ms. Laurent made a motion that the Committee recommend approval of the Special Permit <br /> by the Planning Board with the conditions: <br /> -A hydrant to be added at the entrance of the development. <br /> -A landscape plan for Quinaquisset Avenue includes a Cape Cod Berm along the <br /> landscape area, not the entire frontage. <br /> -Conservation Department to be notified and present during the vernal pool <br /> certification process, and all regulatory statues under Chapter 172 applicable to this <br /> project. <br /> Mr. Phelan seconded. No discussion. Mr. Morris took a roll call vote. Mr. McManus, yes, Mr. <br /> Collins, yes, Mr. Phelan, yes, Ms. Laurent, yes, Mr. Seabury, yes, and Mr. Morris, yes. All <br /> were in favor of the project. <br /> 9:30 am Pro'ect Address: 143 Whippoorwill Circle <br /> Owner Name: Larisa Fidel <br /> Request.
