2 <br /> *Tuesday,June 20, 2023 Charter Review Committee Minutes* <br /> Public Comment: <br /> Richard Klein, 205 Ashers Path West, would like the committee to consider limiting the terms of <br /> elected officials to two years under Section 3. A lot of people have been on the boards for years <br /> and not a lot has been accomplished. <br /> Greg McKelvey asked if the terms would be two consecutive year terms. Mr. Klein said "yes". <br /> Richard Weiner, 13 Seaspray Avenue, recommended changes to section 5.7. The function of the <br /> Planning and Construction Committee seems vague to him. It seems that the function of the <br /> Town Manager's capital improvement report, the DPW and committee overlap. This should be <br /> referred to as a permanent building committee so all major projects funnel through this <br /> committee. <br /> J Marie Stevenson, 135 Samsons Mill Road, she would like to see a land acknowledgement at the <br /> beginning of the meeting, she would also like it to say somewhere in the charter that the Select <br /> Board has the power to award certain volunteer committees grant funding. <br /> Town Manager Rodney Collins explained the issue with that being access to the town's munis <br /> system. The funding would have to go through a department. <br /> Richard Klein, 205 Ashers Path West, said in Section 1.6 nothing mentions our relationship with <br /> the Wampanoag Tribe. There should be a preamble at the beginning of the charter. <br /> Barbara Lynne Barbee, 73 Surf Drive commented that the use of the word voters is very vague, it <br /> doesn't define if you're a land owner, registered to vote. Thinks it's important especially in a <br /> document like this to be very clear and specific to define it more carefully when it comes to who <br /> makes the decisions in the town.The definition section should be expanded upon. Barbara Lynne <br /> Barbie also commented on the finance committee changing from elected to appointed, that it <br /> seems odd that the finance committee is not directly accountable to the voters. Why was the <br /> change made? Believes the finance committee should be elected or appointed by a broader body. <br /> Don Myers said the purpose of making the finance committee appointed was to get a bigger pool <br /> of qualified individuals. <br /> Yvonne Courtney, Prestwick Lane, would like to see more people involved in town government. <br /> She would like to see more elected committees as opposed the appointed. There are too many <br /> of the same people serving on the same committee.Also thinks that a person shouldn't be a chair <br /> of more than one committee. Believes that town employees shouldn't serve on boards and <br /> committees. <br /> The Town Manager provided the definition of town officer to the committee. <br /> Town Clerk Deborah Kaye commented on the recommendation to make the position of Town <br /> Clerk appointed.Said she is a real proponent for this position remaining elected.She is very proud <br /> of the position she holds, the elected town clerk is directly accountable to the voters and not a <br />
