MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> JUNE 28,2023 <br /> Ms. Mary Fox, 63 Frog Pond Close. She wanted to know if there are other ownerships of the <br /> marina. She also wanted to know if any Board members are involved in the ownership of the <br /> marina, and involved in this project. She also had concerns with traffic of Frog Pond Close. <br /> Ms. Beth Hennessey, 53 Buccaneer Way. Mr. Furbush acknowledged that she had spoken at the <br /> last meeting. Ms. Hennessey mentioned that Mr. Leedham wanted to provide extra parking for <br /> his customers. She's concerned that he will be expanding and constructing a building on the <br /> lower parking lot, and will be violating the special permit. <br /> Attorney Kirrane addressed some of the concerns from the neighbors. He has already mentioned <br /> that the Board can condition that there is no rack storage. Mr. Bonvie addressed this comment; <br /> no boat rack storage allowed in perpetuity unless the permit is amended. Mr. Kirrane said his <br /> client is willing to condition that if the Board approves this project, a condition could be made <br /> that this parking is for overflow parking only, and that first 77 parking spaces have to be filled <br /> on 21 Frog Pond Close before utilizing the overflow parking on 352 Mashpee Neck Road. A <br /> condition could be made that the refilling of the lot located at 352 Mashpee Neck Road shall be <br /> only upon full capacity of the existing 77 spaces on the lower lot at 21 Frog Pond Close. <br /> Mr. Furbush wanted the applicant to address the concerns regarding the private road. Mr. <br /> Leedham said there is only one lot between his property on Mashpee Neck Road and Frog Pond <br /> Close. He was asked by a neighbor to direct anyone leaving the property to exit off Frog Pond <br /> Close toward Mashpee Neck Road. Mr. Leedham had put up a sign that states "left turn only", <br /> but it is difficult to watch what people do when they leave his marina. <br /> Attorney Kirrane addressed another question that was asked regarding the number of people that <br /> are Mashpee residents have slips at the marina, and are boat owners. He said more than half are <br /> residents.No members of the Board have any relationship with the Mashpee Neck Marina. <br /> Mr. Leedham stated for the record that the company that bought Bosuns Marine has no business <br /> relationship with Mashpee Neck Marina. <br /> Attorney Kirrane mentioned that he fully believes that his client has demonstrated the need for <br /> the parking. <br /> Mr. Furbush allowed the four more residents to speak their final comments. <br /> Mr. Furbush asked Mr. Bonvie to close the public comment. Mr. Bonvie made a motion to close <br /> the public comment on the modification of the Special Permit for 21 Frog Pond Close and 352 <br /> Mashpee Neck Road for Mr. Timothy Leedham, Trustee of Shoestring Bay Nominee Trust. Mr. <br /> Blaisdell, seconded. Mr. Reidy, yes,Mr. Goldstein,yes, Mr. Bonvie,yes, Mr. Blaisdell, yes, and <br /> Mr. Furbush, yes. The Board voted unanimously to close the public comment. <br /> 4 <br />
