Ms. Macdonald asked if the DPW does any maintenance regarding those items. When they
look at a building, will they know when the carpet was installed and the average lifespan, or
are they only dealing with mechanicals, like the furnace.
Ms. Mahoney noted they do not deal with the furniture or technology, and as of now nobody is
doing a lot of HVAC planning. That is on her mind, with this being a new building, possibly
having electric charging stations or doing solar. The generator is already in the capital budget.
Deb Kaye asked on Election Day if the building were to lose power did the building have a
generator. The answer is no. She went on the GSI map to see where the property line was. On
the other side of the driveway she would like to put some storage. The DPW does take care of
landscaping such as mowing.
There is currently a meeting room policy but they need a study room policy. There is a big
demand for people wanting private spaces to Zoom, but also people reserving rooms who are
involved in professional services, for social services or telehealth's. They are booking a
meeting room to see patients, either people are coming in or they are on Zoom. There have
been problems as of late. The people occupying the room expect to have privacy in a public
building and when their time is up they are getting upset. Someone came in for an office visit
and insisted the person they were seeing worked and had an office here. That is considered a
private room but because education is part of the mission, tutors could use the room. Not all
are being paid, some are through the schools. Now people are booking it regularly to do their
business. Several things have escalated or someone didn't book the room right. We have so
many more people wanting spaces now. People want to come in and make this their office for
the day. What is, if any, the responsibility of the town to provide such a space? Residents need
services and people need to be able to connect with a social worker for support. How does that
work?
Ms. Milde noted there is no way to differentiate someone doing a community service versus
someone who is profiting.
Ms. Mahoney is going to Town Counsel as she has been gathering information from the staff.
They don't know what is going on until there is an issue. They don't ask for names or why they
are using the room at sign up. What is our thought about making spaces available for
individuals working?
Ms. Macdonald noted when Mr. Cotton was here they were discussing different designs for
capsules where people can have that privacy.
Ms. Mahoney also referenced the hotspots. Cape Space is full and you have to pay to use
their space. These library rooms have time limits and when a staff knocked on the door the
person using the space was upset about violating HIPAA rights. There is no expectation of
privacy in this building. A personal injury attorney wanted to hold a mock trial here. What if you
were a resident of town and somehow involved in this legal matter, would you want someone
hearing your mock case?
3
