MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 8,2023 <br /> The Board wanted clarification of the "open space" area that is part of another lot that extends <br /> further back from the proposed parcel, noted as Lot 6. There is a property line that runs in the <br /> middle and depicts a notation as the "bulk storage area". Attorney Kirrane stated that this bulk <br /> storage area was originally proposed for just dirt and sand, but based on the recommendations <br /> provided by the Director of Community Development at the Plan Review meeting;that was not an <br /> acceptable surface, and will now be covered with gravel. The area noted as Lot 6 is not part of this <br /> proposal, and will have a post and rail fence along the property line with specific signage. <br /> Attorney Kirrane confirmed for the record that Mr. Pesce reviewed and provided his report dated <br /> October 26, 2023 of the Landscape Plan, and Photometric Lighting Plan, and was satisfied with <br /> the revisions. The Board confirmed that a sign location was noted on the plan, but will require <br /> Design Review when a proposal is submitted. <br /> Acting Chair, Ms. Sangeleer asked for further comments. <br /> Mr. Blaisdell read the Board of Health comments dated November 2, 2023 into the record; "No <br /> comment". <br /> Mr. Goldstein read the Conservation Department comments dated November 2, 2023 into the <br /> record; "Not within wetland jurisdiction". <br /> Mr. Reidy read the Assistant Conservation Agent comments dated November 2, 2023 into the <br /> record; "The plan for SD Evergreen Circle protects the conservation open space with the <br /> infiltration basin in the back, open space signage, and the fence along the open space property <br /> lines. Plantings are appropriate in the case of changes to planting location or selection contact <br /> conservation for review. " <br /> Mr. Furbush read the comments submitted by Evan Lehrer October 24,2023 into the record; "The <br /> plans submitted satisfactorily address my concerns. I was concerned in PR that the westerly <br /> portion of the lot that was proposed to remain vacant showed no intended use and no treatment <br /> such as with pavement or with loam and seed. Given the plan did not show an intended use I <br /> recommended that the plan show loaming and seeding of that portion of the lot. The resubmitted <br /> plan prescribes a use for that portion of the lot as excess storage/parking. I have no issues with <br /> this so long as it's construction and storm water measures are demonstrated to be consistent with <br /> the requirements of the zoning bylaw. " <br /> Attorney Kirrane confirmed that the recommendations by Mr. Lehrer were revised and confirmed <br /> by Mr. Pesce. <br /> Ms. Sangeleer read the recommendations submitted by the Plan Review Committee dated <br /> September 19, 2023 into the record: <br /> -The open space parcel should have rebar set at appropriate locations along the property <br /> boundary with caps and signs indicating open space parcel do not disturb. <br /> 6 <br />
