*APPROVED 1-18-2024* Capital Improvement Program Committee Minutes January 10, 2024 <br /> Captain Thomas Rose answered saying there are numerous deficiencies in suicide prevention etc. that need <br /> to be addressed ASAP; Detectives have to walk through cell block to get to the other side of the building; <br /> the building is bursting at the seams; plumbing problems, heating and ventilation problems and numerous <br /> other situations with this facility. <br /> Collins: Air quality is very bad and is becoming worse not better; dysfunction is incredible and getting <br /> worse; walk through the cell block area occurs many times in the day; it was built in 1978 and has major <br /> problems <br /> McKelvey: Referenced the monies approved last year, and how much it is to renovate vs to construct a new <br /> building. No sense at all to renovate re: Kaestle Boos and Weston and Sampson Needs Assessments; and if <br /> renovate we would have to rent trailers and/or house prisoners in another Town. <br /> Cotton:Where it would be built—where would it go? Laurent: Will be built right behind the existing one. <br /> DeBoer: DPW building has been on for years, why hasn't the PD been in the plan before? <br /> Laurent:The PD Station was added last year due to the failure of HVAC; anticipated at this time there would <br /> need more renovation; monies would be repurposed; go out to bid for design and engineering. <br /> Renovation $33 Mill New Construction $36.5 Mill includes repurposing the HVAC monies from FY24 CIP <br /> McKelvey: Can we tour the current PD station? Laurent: Yes <br /> DPW Facility Design Engineering <br /> Laurent:This has been in CIP for many years—a conceptual plan was done in 2014; the building was built in <br /> 1985 and there are lots of deficiencies: no adequate ventilation, etc. Funds for Engineering and Design <br /> Renovation is estimated to be $1.6 Mill <br /> Cotton: 2014 plan was just conceptual? Laurent: Yes <br /> McKelvey: New money is being requested? Laurent: Yes <br /> DPW Wash Facility <br /> Laurent:As of today, DPW staff members have to go out in the DPW yard and use an old fire hose to wash <br /> the equipment and vehicles and all of the runoff is going into the groundwater catch basins rather than <br /> being recirculated; It is now estimated to cost$3.5 Million rather than the $1 Million figure that was <br /> inserted in the plan a few months ago. If just the design is done it will cost approximately$479K. <br /> Cotton: Is this is a separate building that is proposed? Laurent: Yes <br /> DeBoer: We are focused on wastewater treatment etc, so it doesn't make sense not have this facility to <br /> prevent the runoff. <br /> McKelvey: Can it go into the wastewater treatment facility? Laurent: At this time not included in the plan— <br /> and the Town will still want to recirculate water to save on the cost of water. <br /> MMHS Parking Lot was approved for FY22 CIP and was delayed due to the proposed solar array that was <br /> going to be constructed and there is still no date for solar project to go forward. This vote reauthorizes the <br /> project it is not a new proposal. <br /> Fire Alarm Systems <br /> Laurent: MMHS contractor said that the alarm system is too old for technical support, etc. so it needs to be <br /> replaced, and the Fire Station is proposed to be done the following fiscal year; $128K would replace all at <br /> MMHS. <br /> Assistant Town Manager Wayne Taylor asked if we can avoid a "Sole Source" vendor? Laurent: Yes,the <br /> specs just need to specify a system or equivalent— not proprietary. <br /> Senior Center Roof <br /> Laurent:This has been in the CIP plan and an inspection was done this past year. It is a good candidate for <br /> restoration rather than replacement so it is recommended to do it now for approximately$160K McKelvey: <br /> Are there problems now? Laurent: There have been leaks, and we want to stay ahead of additional issues. <br />
