*Monday, November 27, 2023 Charter Review Committee Minutes* <br />Miller, yes Weeden, yes Collins, yes Furbush, yes Lewis, yes <br />McKelvey, abstain Myers, yes Sherman, yes Waygan, yes <br />Vote: 8 — yes, 1— abstain. <br />nlr4 R11c;nnee <br />The Committee discussed the current key topics punch list. <br />Town Clerk <br />John Miller opened discussion on the topic of the Town Clerk position being appointed or elected. <br />Some of the Committee members are undecided on the topic of the Town Clerk, more <br />information was requested and this topic would be a good survey question. The pros and cons <br />need to be weighed. <br />The Finance Committee <br />The Committee was undecided on the Finance Committee being elected or appointed. <br />Zoning Board of Appeals <br />Carol Sherman said she thinks the Board should be appointed. <br />Mary Waygan thinks that further discussion needs to be had and is undecided. <br />David Weeden believes the Committee needs to discuss the pros and cons. <br />Darlene Furbush said to put her down for appointed. <br />Revised Time Line for Annual Budget <br />Mary Waygan said we really need some robust staff time regarding submission of the budget. <br />Rodney Collins said he would welcome staff input to explain specifics. <br />The School would definitely need to have some input. The Committee would be amiable to <br />changing the budget timeline to alleviate pressure on Department heads and more information <br />is needed. <br />The Committee will need to fine tune the specifics of a revised timeline what is mandated by the <br />State. <br />Oath of Office Administration Alternatives <br />This may hinge on the decision of the Town Clerk being appointed or elected. <br />Rodney Collins and Don Myers said it really is a timing issue. <br />Rodney Collins also said that the Appointing Authority or their designee should also be able to <br />administer the Oath of Office. Just to make sure someone is available. The oath would still be <br />filed with the Town Clerk but administered in a timely fashion. This would specifically pertain to <br />new employees. <br />
