3 <br />*Monday, November 27, 2023 Charter Review Committee Minutes* <br />The Charter can authorize the appointing authority to administer the oath. <br />Screening Committee and Budget for Town Manager <br />Don Myers said he is in favor of increasing the budget for the screening committee but has a <br />problem with the constituency of the committee. <br />Rodney Collins said he firmly believes that the Select Board should have the authority as the <br />appointing authority of the Town Manager. The process should be at the Select Boards discretion. <br />The Committee also agree that the budget for the screening process for the Town Manager <br />should be increased. <br />Town Manager Residency Requirements <br />The Committee is leaning towards making changes to residency requirements. <br />Human Services <br />Human Services should be included in the charter. <br />Housing Authority <br />The composition of the Housing Authority needs to be edited/updated. <br />Universal Limits on Contracts <br />Mary Waygan said that she would like to see a three year limit on contracts so that funds are <br />spent in a timely fashion. <br />The Committee agreed this should be discussed. <br />Seat on Committees for tribal representative/member. <br />Everyone agreed that this should be discussed or added as a survey question. <br />Audio Recording of all Board/Committee meetings <br />Rodney Collins said he is not suggesting that the meetings shouldn't be recorded but the practice <br />would be time consuming to comply if it were required in the charter. But any regulatory boards <br />should be recorded. <br />Cathy Lewis said she is a fan of transparency regardless of it being time consuming you can charge <br />people for records request. <br />David Weeden said that audio quality and the expense of data retention should be considered. <br />Rodney Collins also mentioned that difficulty filling the board secretary positions should also be <br />taken into consideration. <br />This will be added to the list for the Committee to discuss. <br />Intergovernmental Agreement, (IGA) <br />
