lH <br />*Monday, November 27, 2023 Charter Review Committee Minutes* <br />Copies of the Intergovernmental Agreement between the Town and Tribe were distributed to <br />the Committee. <br />The group concluded that there was no relevance to the IGA and the Charter. It is a contract but <br />Intergovernmental Agreements with a federally recognized tribe doesn't fall under the same <br />procurement laws as a normal contract. <br />The Committee added the Sewer Commission, elected verses appointed, to the list of changes <br />up for discussion. <br />David Weeden said what if someone were to step down, down the Town then have a special <br />election, referring to changing the Sewer Commission to elected. <br />Don Myers proposed a joint appointment that the Select Board and Sewer Commission would <br />make until the next election to resolve the issue of having to host a special election. <br />The issue of people from the general public not wanting to go through the campaign and election <br />process was discussed. <br />Mary Waygan said that she is not sure this is the right time to talk about the Sewer Commission <br />because it seems that they are now a cohesive group that is moving forward. <br />Mary Waygan requested a list of the committees/boards for the hand out at the next meeting. <br />Don Myers said that the Charter restricts people from serving on multiple boards. If you want to <br />resolve the issue of vacancies take away that prohibition from charter. <br />Old business <br />The Committee discussed a possible survey to solicit input from the public about the potential <br />significant changes and resolving the issue of getting people to respond. It would be the most <br />manageable way to get public input. <br />David Weeden said it would help give the public cause for discussion at the next public hearing. <br />Darlene Furbush said it would give people the chance to weigh in. <br />The survey would also be a good educational tool. <br />Cathy Lewis proposed using google docs and the Committee agreed to narrow the survey down <br />to ten question and make the survey simple. <br />Greg McKelvey said that term limits didn't make it on to the list. <br />David Weeden asked which boards would be effected by the term limits. <br />Carol Sherman said that it was Richard Klein who suggested limiting terms to two terms under <br />Article 3. <br />There would be term limits on appointed committees as well. <br />
