lH
*Monday, November 27, 2023 Charter Review Committee Minutes*
Copies of the Intergovernmental Agreement between the Town and Tribe were distributed to
the Committee.
The group concluded that there was no relevance to the IGA and the Charter. It is a contract but
Intergovernmental Agreements with a federally recognized tribe doesn't fall under the same
procurement laws as a normal contract.
The Committee added the Sewer Commission, elected verses appointed, to the list of changes
up for discussion.
David Weeden said what if someone were to step down, down the Town then have a special
election, referring to changing the Sewer Commission to elected.
Don Myers proposed a joint appointment that the Select Board and Sewer Commission would
make until the next election to resolve the issue of having to host a special election.
The issue of people from the general public not wanting to go through the campaign and election
process was discussed.
Mary Waygan said that she is not sure this is the right time to talk about the Sewer Commission
because it seems that they are now a cohesive group that is moving forward.
Mary Waygan requested a list of the committees/boards for the hand out at the next meeting.
Don Myers said that the Charter restricts people from serving on multiple boards. If you want to
resolve the issue of vacancies take away that prohibition from charter.
Old business
The Committee discussed a possible survey to solicit input from the public about the potential
significant changes and resolving the issue of getting people to respond. It would be the most
manageable way to get public input.
David Weeden said it would help give the public cause for discussion at the next public hearing.
Darlene Furbush said it would give people the chance to weigh in.
The survey would also be a good educational tool.
Cathy Lewis proposed using google docs and the Committee agreed to narrow the survey down
to ten question and make the survey simple.
Greg McKelvey said that term limits didn't make it on to the list.
David Weeden asked which boards would be effected by the term limits.
Carol Sherman said that it was Richard Klein who suggested limiting terms to two terms under
Article 3.
There would be term limits on appointed committees as well.
