It] <br />Monday, October 30, 2023 Charter Review Committee Minutes* <br />Mary Waygan —there should be changes to Mashpee Housing Authority. <br />Don Myers — Require the Town Manager lives in the Town of Mashpee not just within a neighboring <br />town. <br />Mary Waygan — Strict timelines for budgets/etc need to be changed. <br />Don Myers — Timing of Town Meeting —Articles need to be in by a certain time. <br />John Miller —Annual Town Meetings law at the State level states they must be held no later than June. <br />Mary Waygan — universal limits on contracts — 3 years only; Section 1.6 sections; IGAs between the <br />Town and the Tribe need to be looked at; Tribal Elders asked that one seat be reserved on each <br />Committee for a tribal member. <br />Greg McKelvey — Charter Review Public Hearing that was held in June — when will the Committee <br />discuss what was said at that hearing? <br />John Miller — The items brought up at the hearing are on the spreadsheet. Some will not take heavy <br />discussion. <br />Rodney Collins — Strongly suggest that whoever succeeds Mr. Collins as Town Manager, that they live <br />in town because when the TM submits a budget to Town Meeting and he/she is not a resident of the <br />Town not appropriate. There should be a caveat that the Select Board could waive the requirement <br />under a hardship or other extenuating circumstances. <br />Carol Sherman —There was a gentleman during the last process to hire a Town Manager that wanted <br />to live in Town Monday -Friday and commute on weekends. <br />Rodney Collins — The requirement to live in town should mean wherever you are registered to vote, <br />where your car is registered. <br />Mary Waygan — In Yarmouth it has nothing to do with how someone is as a Town Manager, don't <br />want to exclude people that don't reside in town. <br />John Miller —We will discuss at a future meeting. <br />Rodney Collins - Human Services Committee in the Charter? Mary Waygan — Want to capture all <br />Committees created since the last review of the Charter. Each Committee should be associated with <br />a Department Head. <br />Mary Waygan — Administrative Codes, where do they fit in? <br />Greg McKelvey — Flow chart - organizational charts. <br />Mary Waygan — doesn't match the Charter. <br />
