ki <br />Monday, October 30, 2023 Charter Review Committee Minutes* <br />John Miller— Discussion of Global Changes: <br />Select Board <br />Motion made by Carol Sherman to change the words "Board of Selectmen" to "Select Board" <br />throughout the entire Charter document. The motion was seconded by Greg McKelvey. <br />Miller, yes Weeden, absent Myers, yes Collins, yes Furbush, yes <br />Lewis, absent McKelvey, yes Sherman, yes Waygan, yes <br />Vote: 7 in favor of approving changing the words "Board of Selectmen" to "Select Board" <br />throughout the entire Charter document (2 absent) <br />Definition of Town Officers — No action tonight <br />Electronic Boards— No action tonight <br />Inclusionary names he/she/they — No action tonight <br />John Miller — Town Counsel was asked if there is any reason we cannot include a preamble? Town <br />Counsel said no reason. Mr. Miller said why not introductory statement and that care must be taken <br />in the drafting of the preamble, preamble will be read and construed in conjunction with other items. <br />We voted to include, and the Town Counsel said it was ok. <br />Anyone think we should revisit? No one commented. <br />Don Myers — No reason to change the vote but we should ask for Tribal Council and Select Board <br />input. <br />John Miller — Personally, not "word smithing" the Tribal one. Should not be a history of the Town, <br />rather the purpose of the Charter, and where it should go. It should be succinct and reflect the Town's <br />diversity. <br />Carol Sherman — Referred to the examples given of preambles saying the "We the people" examples <br />are good. <br />Mary Waygan —We still need the history. <br />John Miller —The preamble should be short. <br />Should the Charter changes be presented in sections or the whole to Town Meeting? <br />Town Counsel says usually it is in sections. <br />Rodney Collins — yes, it should be in sections. <br />John Miller— It makes the process more digestible, when sections get postponed, or defeated it is not <br />an all or nothing process. <br />Don Myers — Hoping to present all sections at one time, and not go beyond the Town Meeting in May, <br />2024. <br />
