Capital Improvement Program (CIP) Committee Minutes January 30, 2024 (Approved 3-7-2024) <br /> Mrs. DeBoer asked if the Town Manager was aware that the radios do not work now. Mr. Collins asked who had <br /> said that. Mrs. DeBoer said her concern is that the communication doesn't work now. It was referenced that <br /> the School Resource Officer had told her of the communication problem with the security film. <br /> There was general discussion about what exactly is needed to implement this project properly, if repeaters are <br /> needed or other equipment. School Finance Director Ashley Lopes stated that there are schools all around the <br /> Cape and the state that use this film. Mr. Collins said that the CIP needs to be presented the total cost of the <br /> film, communication repeaters, etc that were included in the cost of this equipment in other Towns. School <br /> Finance Director Lopes agreed. School Superintendent DeBoer said that this has been an ongoing problem for <br /> years and it has not been addressed. Town Manager Collins said that Fire Chief called him and told him about <br /> the problem with radio communication this year and that the School Resource Officer does not speak for the <br /> Police Department. Ms. Lopes then stated that the Police have had conversations about the existing radio <br /> communication problems. Mr. Collins stated that there are currently too many layers of hearsay and he will <br /> meet with the DPW Director,the Fire Chief,the Police Chief,and the School Superintendent soon to discuss this <br /> in detail. <br /> DPW Director Laurent: Said that a study will be done when there is no school to see if there is a concern. I am <br /> not aware of any conversation about the other two schools (Quashnet and MMHS). <br /> Mr. Livingston:Why wouldn't the Fire Chief have mentioned this communication problem before?Collins: The <br /> Deputy Fire Chief had recently attended a training session and there was information presented with regard to <br /> security film and brought it to the Chief's attention. <br /> Mr. Collins then recommended that the CIP Committee table this one item, and he will hold an operations <br /> meeting as referenced earlier and he will report back to the Committee. <br /> Mr. Cotton said he finds it amazing that if the film is added for safety and we have a communication issue,that <br /> all issues should be resolved before the film project moves forward. Ashley Lopes replied that the school has <br /> three vendors that recommended glass doors, etc. in coordination with the School Resource Officer. Mr. <br /> McKelvey said regardless we need more information. The Town Manager will hold an operational meeting at <br /> 9:30 am on Monday, February 12, 2024 about this. <br /> Mr. Cotton suggested putting off the $100,000 Flooring Replacement item for one year and then there would <br /> be $100K to deal with the security film issue. Ms. Laurent answered that the $100K was to address the MMHS <br /> cafeteria and MMHS science labs flooring, and if only$55K is allotted, probably, only one of the projects could <br /> be done. Yes, it could be deferred. Mr. Collins said that he would prefer leaving the flooring replacement at <br /> $55,000, and then fund $45,000 for the Security Film. <br /> It was recommended to table $100,000 until the information is obtained from the operational meeting. <br /> Mr. McKelvey questioned the Planning and Construction Committee's Community Building, if it could be added <br /> to the FY25 CIP projects. Town Manager Collins answered that it would be irresponsible to focus on a new <br /> building when we have old buildings that need immediate assistance. Mr. Cotton stated that there is a proposal <br /> for a privately built indoor sports facility, might have an effect. Might change the need for this. <br /> The Town Manager asked if there was any more discussion on his recommendations of the Planning and <br /> Construction capital requests as per the table on the next page. <br />
