Ms. Conn then reviewed the October 2023 Warrants. Ms. LeClair moved to approve the <br /> October 2023 Warrants, seconded by Ms. Meizinger. Motion Carried. 5-Ayes, 0-Nays. <br /> 4. Executive Director's Report & Updates:' Ms. Conn reviewed the vacancies, one at Homeyer, <br /> two at Asher's Path, and one at Great Cove, there are three more vacancies expected, one at each <br /> property. Capital Project updates, the vacancy turnover project # 172067 is complete and Ms. <br /> Conn presented the Certificate of Substantial Completion, as well as the Certificate of Final <br /> Completion. Mr. Klein moved to approve the Certificate of Substantial Completion, and <br /> Final Completion of Project 172067, and release the payment in the amount of $9,760.00, <br /> seconded by Mr. Shackett. Motion Carried. 5-Ayes, 0-Nays. Ms. Conn then reviewed the bid <br /> results and architect recommendation letter for Breezy Way Roofs, Siding, & Windows Project <br /> 172052. After a brief discussion Ms. LeClair moved to award the Breezy Way Roof, Siding, <br /> & Window Replacement Project 172052 to the lowest bidder, Vareika Construction, Inc. in <br /> the amount of $493,700.00, and authorize the Executive Director to execute the necessary <br /> contracts, seconded by Ms. Meizinger. Motion Carried. 5-Ayes, 0-Nays. <br /> 5. Old Business: Mr. Klein reported that the last CPC meeting was cancelled so there were no <br /> updates. Ms. Conn reviewed the tracking worksheet of Board Member Training and Procurement, <br /> the OIG has a new website, and Ms. Conn presented the dates of the upcoming recommended <br /> trainings on the "OlG Academy" website. She further discussed the new Executive Office of <br /> Housing & Livable Communities (EOHLC) portal that will be launched soon, all board members <br /> will receive an e-mail from EOHLC directly. Ms. Conn reviewed the Spectrum Compliance <br /> Monitoring Preliminary Owners Report, the staff is working on responding to the questions and <br /> recommendations of the report. Ms. Conn then reviewed the Performance Management Review <br /> (PMR)that was sent to all board members by EOHLC,the site visit went well with no deficiencies. <br /> Ms. Conn then reviewed the ratings process for the Agreed Upon Procedures (AUP) for the fiscal <br /> year ending June 30, 2023. Mashpee Housing Authority's report indicated that there were no <br /> exceptions in any of the categories. Ms. Conn noted that she did not end up applying for this <br /> round of funding to the Community Preservation Committee (CPC). <br /> 6. New Business: Ms. Conn reviewed the Capital Plan Revision adding Project 172068 —Homeyer <br /> Flooring Re Tlacement(s). She prepared a summary of flooring sq. ft. pricing recently submitted <br /> by various vendors. Mr. Klein moved to award the flooring replacement(s) and repairs for <br /> Project 172068 to Wright Flooring, seconded by Mr. Shackett. Motion Carried. 5-Ayes, 0- <br /> Nays. Ms. Conn presented quotes to remove and stump grind two dead trees at Breezy Way; <br /> normally, this decision would be made under the day-to-day operations, but since the project may <br /> force the overall reserve levels to dip below the required 35%, she is presenting the quotes to the <br /> board for approval. Ms. LeClair moved to approve the tree removal project, and award to <br /> Beach Point Tree,Inc. in the amount of$2,000.00,and utilize reserves even if they fall below <br /> the 35% requirement, seconded by Mr. Klein. Motion carried. 5-Ayes, 0-Nays. The board <br /> reviewed EOHLC MRVP Notice FY24-03 regarding MRVP transfer policy, and coverage area. <br /> Ms. Conn asked the board to establish the coverage area for Mashpee Housing Authority (MHA) <br /> to be all of Massachusetts. This will allow Mashpee to maintain all it's current amount of vouchers <br />
