Motion carried. 3-Ayes, 0-Nays. <br /> 3. Approval of Previous Meeting's Minutes: Ms.Allen entertained a motion to approve the general <br /> session minutes of December 14, 2023. Mr. Shackett moved to approve the minutes of the <br /> December 14,2023, meeting, seconded by Mr. Klein. Motion carried. 3-Ayes, 0-Nays. <br /> 4. Budeet,Treasurer's Report.Warrants: Ms.Conn introduced the Fee Accountant,Stephen Cote <br /> of Fenton, Ewald, & Associates for presentation of the FY 6/30/2024 Budget, Mr. Cote reviewed <br /> the FY-2024 State Budget Guidelines. He then reviewed the 4001 State Consolidated program <br /> income, subsidy request, and budget exemptions for the Authority, followed by the 4001 expense <br /> line items. The operating reserves last year ended at 42.59 %, and the Authority will be utilizing <br /> a small portion of the reserves this year and expecting to end the year at 44.20%. Mr. Cote <br /> reviewed the non-routine expenditures, the Management Program income, and expenses and the <br /> MRVP Program. The board then reviewed the Executive Director's Calculation Worksheet. After <br /> a brief discussion, Ms. Meizinger moved to approve the 40016/30/2024 budget as presented, <br /> seconded by Mr. Shackett. Motion carried. 4-Ayes, 0-Nays. Ms. Meizinger then moved to <br /> approve the MRVP 6/30/2024 budget as presented, seconded by Mr. Shackett. Motion <br /> carried. 4-Ayes, 0-Nays. Ms.Meizinger moved to approve the Executive Director Calculation <br /> Worksheet as presented, to be executed by the chair and submitted to the Executive Office <br /> of Housing and Livable Communities (EOHLC), seconded by Mr. Shackett. Motion carried. <br /> 4-Ayes, 0-Nays. Ms. Conn then reviewed the November 2023 Financials, November 2023 <br /> Warrants, and December 2023 Warrants. Mr. Shackett moved to approve the November 2023 <br /> financials, warrants, and December 2023 warrants, seconded by Ms. Meizinger. Motion <br /> carried. 4-Ayes, 0-Nays. <br /> 5. Executive Director's Report & Updates:' Ms. Conn reviewed the vacancies, one at Homeyer, <br /> two at Asher's Path, and one at Great Cove. There are seven rents past due and the staff has signed <br /> repayment agreements with two of the three Homeyer Village residents,the Breezy Acres resident <br /> will be participating in mediation, and the Asher's Path residents will be dropping off payments <br /> by next week. The construction kick-off meeting took place today for the Breezy Way Roofs, <br /> Siding, Windows Project, and the Notice to Proceed has been issued. Construction will begin in <br /> March. <br /> 6. Old Business: Mr. Klein reported that the CPC interviewed three candidates and made <br /> recommendations to the Select Board. A proposal was received for Ash et Pond clean-up and <br /> monitoring. The pond is expected to be treated with chernicals; the Federal Govermnent will <br /> partially fund the clean-up. Board members discussed the training portal and have not received <br /> the e-mail to register for or view the training; Ms. Conn will contact the Institution and provide a <br /> new link. Ms. Conn reviewed the final close-out letter from Spectrum Compliance, dated <br /> December 18, 2023, closing out the 2023 Asher's Path Compliance Audit. All issues addressed <br /> have been cleared with no findings. The website design is in the beginning stages and an update <br /> will be provided at the next meeting. Mr. Klein inquired about the availability of the small <br /> conference room located on the second floor of the To Hall as the proposed new meeting place. <br /> There would be no fee for the Housing Authority to conduct meetings there.
