Proposed raze of existing family <br />dwelling, construction and maintenance of new single family dwelling with attached garage and <br />I/A septic system upgrade. Rep: BSS Design, Inc. <br /> <br /> Resource Area: LSCSF (landlocked lot-no other wetlands within 150ft of <br />the subject property). <br /> <br /> Mr. Bunker elaborates that the property lies within the South Cape neighborhood. While <br />it’s not waterfront, the entire site falls within a flood zone and is situated within 1,000ft of a <br />wetland. The proposed dwelling will maintain a similar footprint, but the living area will be <br />expanded by converting exterior decking into habitable space. Additionally, there’s a plan to <br />include a garage on the east side of the site with no requirement for added fill. To address <br />environmental concerns, a mitigation plan has been devised for the removal of any native plants, <br />ensuring compliance with town regulations requiring a 2:1 ratio. The completed project will <br />incorporate drywells, flood panels, and overall enhancements to buffers. Mr. Bunker highlights <br />a decrease in nitrogen levels from 14.5 to 8.5, signifying an improvement in environmental <br />impact. <br /> <br />COMMISSIONERS COMMENTS <br /> <br /> Ms. Thornbrugh inquires about the possibility of increasing the percentage back up to <br />22%. Following a discussion between Mr. Bunker and Mr. Saarinen, they both concur that this <br />adjustment can be made without difficulty, and they commit to revising the plan accordingly. <br /> <br /> Subsequently, Mr. Cook observes that the new proposed dwelling will feature a lower <br />elevation on the first floor and seeks clarification on the reason for this decrease. Mr. Bunker <br />explains that, given the property’s location within a flood zone, there’s no necessity for a <br />basement, rendering the lower level essentially as storage space. <br /> <br />There are no public comments. <br /> <br /> Motion made by Mr. Cook to close and issue with the condition that the <br />proposed lawn does not exceed 10% over the overall lot size, must adhere to lawn standards <br />under Regulation 31, work with staff on what the native shrubs will be, and to increase the native <br />vegetation back to 22.5%.
