3. A new groundwater test confirms previous levels. The revised roof runoff <br /> system utilizes a shallower design with equal leaching capacity, ensuring <br /> it handles the same runoff volume. <br /> 4. The mitigation has been increased to 729 square feet, exceeding a 4:1 <br /> ratio. <br /> In summary, based on the proposed revisions, the structure coverage in the 0-75' buffer zone is <br /> being reduced, including the lawn. The footprint has been reduced by 21 square feet, and a 4:1 <br /> mitigation plan with the proposal of a naturally vegetated buffer will increase the flood storage <br /> capacity. He highlights that 100% of the dwelling's lower level is at an elevation of 5' and the <br /> entire structure is 8' below the flood elevation. A waiver has been requested for Regulation 25-C- <br /> 7-C. <br /> COMMISSIONERS COMMENTS <br /> Ms. Thombrugh inquired about the I/A septic system's location within the 150'buffer <br /> zone and its functionality during a flood event. Mr. Dibb responded by detailing the specifics of <br /> the septic system design and proposing an elevation increase to 6 feet with additional soil added <br /> to help mitigate flood damage. <br /> Mr. Cook inquired about the material for the foundation walls and expressed his concern <br /> regarding Regulation 25-C4. Mr. Dibb confirmed the use of concrete walls and assured the <br /> Commission that the design of the vertical wall meets all relevant standards. A further discussion <br /> ensued regarding the interpretation of the regulation. <br /> Mr. Colombo commended the applicant for submitting a waiver request. However,he <br /> raised several concerns: <br /> • The potential for severe storm damage due to the dwelling's elevation of only 5 feet. <br /> • The addition of a bedroom exceeding the allowable number for the lot size based on <br /> regulations. <br /> • Non-compliance with Regulations 172-1 and Chapter 108 regarding flow neutrality. <br /> • Disagreement with the Board of Health's approval rationale, referencing a previous <br /> conversation he had with the Health Agent <br /> Chapter 108 compliance was further discussed to address remaining Cominissioner concerns. <br /> Mr. Colombo stated that variances would need to be sought from Board of Health for a fifth <br /> bedroom. Mr. Dibb stated the applicant would be willing to reduce the bedrooms to 4. <br /> AGENT COMMENTS <br /> Mr. McManus stated that while he understands the concerns regarding Ch. 108, the Board <br /> of Health will sort this out, and any decision by the concom will not obviate any Board of Health <br /> requirements. <br /> ADDITIONAL DISCUSSION <br /> 11 <br />
