Representative: Ms. Raddatz details the project. The project consists of two lots that will <br /> be combined into one with the proposed single-family dwelling located in the center, farthest <br /> from natural resource areas. In addition to the dwelling, there will be a detached garage, access <br /> driveway, in ground swimming pool with associated patio and fence. There will be an I/A septic <br /> system, stormwater control features to capture roof drainage, and associated site work that <br /> involves clearing. Ms. Raddatz states that the proposed site is currently forested with some <br /> previously existing trails. <br /> Ms. Raddatz provides the commission with a list of resource areas, which include land <br /> under the ocean associated with Spinnaker Cove, salt marsh, bordering vegetated wetland, <br /> coastal beach, coastal bank, land containing shellfish, and land subject to coastal storm flowage <br /> (entire site). The septic system is located outside all resource areas except for land subject to <br /> coastal storm flowage and meets all setback standards for zoning. Ms. Raddatz details the <br /> revisions completed on the new plan, which include waiver requests from various provisions of <br /> Regulation 25. The proposed lawn area is just below 9% of the overall square footage of the <br /> lots, The preservation of forested area has increased to 77%,requiring 33% site clearing. She <br /> lists the stormwater improvement features and ensures that the grading will be minimal and its <br /> purpose is to make sure stormwater is directed to the stormwater control features. There will be a <br /> sediment and erosion control line at the edge of the clearing, with a survey completed prior to <br /> construction. <br /> COMMISSIONER COMMENTS <br /> Mr. Cook requests the rationale for the 5 feet of fill, the depth of the swimming pool <br /> (referenced as elevation 6), and points out the missing landscaping and mitigation plans on the <br /> proposal. He also inquires about the flood zone elevation. Additionally, Mr. Cook states that the <br /> dwelling,pool, and deck are all within the 150'buffer zone, and this is not shown on the plan. <br /> Mr. Yergatian clarifies that the fill is needed for the septic system and will improve site <br /> drainage. The flood zone elevation is I I (AE Zone). He is unsure of the pool depth and <br /> acknowledges there is currently no landscaping plan available for the commissioners' review. <br /> Ms. Thornbrugh inquires about the groundwater depth and whether a percolation test has <br /> been completed. Mr. Yergatian and Ms. Raddatz confirm that a percolation test has been <br /> completed and state that the adjusted seasonal high groundwater level is 3.5 feet. <br /> Ms. Godfrey requests details about the driveway, such as its material and design. The <br /> representative states that the driveway will be paved with asphalt and will be semicircular in <br /> shape. <br /> Both Ms. Copeland and Ms. Clapprood agree with Mr. Cook and would like to see a <br /> landscaping plan. <br /> Ms. Clapprood requests additional information regarding any waivers that have been <br /> applied for or are not being requested. The representative confirms that they have applied for <br /> waivers for Regulations 25-C-2-A and 25-C-4. <br /> 7 <br />
