PUBLIC COMMENTS <br /> Ms. Dangel, located on the pond, is very concerned about the diseased Beech trees and the <br /> unknown nature of the disease. She mentions the conflicting advice from arborists about what to <br /> do. Ms. Dangel is worried about the potential impact of removing these trees. <br /> AGENT COMMENTS <br /> - Q: Will any stump grinding or anything be done to the stumps in the removal process <br /> since the area is an inland bank? <br /> o A: One of the stumps will be removed in the proposed hardscaping area. It is <br /> assumed that most of them are within the mitigation planting area. <br /> - A certified arborist has confirmed the need for the proposed tree removal due to the risks <br /> they pose to existing homes, specifically related to Beech Leaf Disease. <br /> - Mitigation will take place at a 1:1 ratio for all removed trees. <br /> - The proposed patio area will be made pervious, and two rhododendrons will be <br /> transplanted. <br /> - A Natural Heritage determination letter dated 05/22/2024 confirms a No Take Status of <br /> endangered species, with no necessary conditions. <br /> - There will be no impacts to the inland bank, and the bank area will be enhanced with <br /> native plantings. <br /> - All tree stumps will be left to preserve root systems and maintain soil stabilization. <br /> - Vista pruning is proposed with maintenance and perpetuity. <br /> - The agent recommends close and issue subject to the following conditions: <br /> 1) All tree stumps must remain in place <br /> 2) Submission of a signed two-year mitigation monitoring contract with a <br /> qualified professional prior to commencement of work <br /> - Additional recommendation is to cut down any Beech trees that haven't produced leaves <br /> for the past 2+years and those that pose a safety risk by potentially falling. <br /> ➢ Board of Health: Note the location of the septic system and restrict equipment/vehicle <br /> traffic over non-load bearing (H-10) components. Access to septic components must be <br /> maintained. <br /> ➢ Buildinz: No comment. <br /> Motion made by Mr. Cook to close and issue with all stumps to remain in place except the <br /> stump in the proposed new patio and the submission of a signed two-year mitigation monitoring <br /> contract with a qualified professional prior to commencement of work and for following the vista <br /> pruning standards under regulation 29 and to work with staff on a more robust tree planting plan <br /> of the resource area.
