septic system will have a total impact of approximately 240 sq ft within the 150' BVW. The <br /> existing cottage, with an area of 1,242 sq ft, will be fully removed, along with the proposed <br /> connection, appurtenances, wall-ways, etc. The gravel driveway leading to the existing cottage <br /> will remain, and grass will be in the area where the cottage is removed. <br /> The new main dwelling will have 4 bedrooms, and the detached accessory apartment will have 2 <br /> bedrooms. The Board of Health has approved the septic system proposal. <br /> COMMISSIONERS COMMENTS <br /> The Commissioners are seeking confirmation on whether the Building Department has approved <br /> the project. There is an ongoing review by the Zoning Board of Appeals (ZBA). Mr. Cayer <br /> clarified that there are no plans to clear trees from the cottage to the proposed new dwelling. The <br /> trees proposed to be cut are located where the new dwelling will be constructed. Additionally, <br /> one dead tree will be removed to install the trench for the septic system. When the cottage is <br /> removed, native grass will be planted in its place. <br /> PUBLIC COMMENTS <br /> There are no public comments. <br /> AGENT COMMENTS <br /> - The proposed activities are limited to the buffer zone and will not impact the inland bank <br /> or BVW associated with Johns Pond. <br /> - The specific activities within the 150 ft buffer zone include the installation of septic and <br /> water lines to an existing cottage, demolition of the existing cottage and septic tank, as <br /> well as the clearing of a 60ft x 80ft area of natural vegetation for a portion of the <br /> backyard area associated with new home construction. The new home and septic system <br /> are outside of the jurisdiction. The applicant and consultant have removed the clearing <br /> from the proposal. <br /> - The applicants propose a native lawn seed mix to fill in the footprint of the cottage to be <br /> removed, but the percentage of overall lawn areas within the jurisdiction must be <br /> provided. No more than 10% of the area of the lot within wetlands jurisdiction can have <br /> lawn. <br /> - The clearing of naturally vegetated areas triggers a 2:1 mitigation requirement, and it is <br /> suggested that the mitigation should include other forms of plantings besides grass. <br /> - The project narrative addresses work limits, wetland performance standards, and erosion <br /> control measures. <br /> - The Agent suggests removing some of the lawn near the natural buffer by the pond and <br /> add the harmony mix near the cottage. This will improve the buffer near the native <br /> vegetation and the shoreline of the pond. <br /> - The Agent recommends the Commission condition the order to work with staff to <br /> enhance the naturally vegetated buffer strip. <br /> - Additional Agent recommendations a close and issue with the following condition: <br /> 1. A revised plan must be submitted, including calculations for both the existing <br /> and proposed lawn areas and details of mitigation plantings at a 2:1 ratio for <br /> 19 <br />
