MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> AUGUST 14, 2024 <br /> Mr. Reidy read the Conservation Department comments dated August 12, 2024 into the record; <br /> "Resource Areas: LSCSF & buffer zone to Coastal Dune. NOI application was approved <br /> unanimously due to improvements to the property through an IA septic upgrade, improved water <br /> storage capacity, and mitigation plantings with conditions of a one year mitigation and <br /> monitoring contract with a qualified professional and all lawns must be composed of a native <br /> clover mix." <br /> Mr. Reidy read the abutter letters into the record from William and Karen Jalkut, Steve and Sue <br /> Krupski, and Joe and Jean Gennaco. <br /> Mr. Milbury asked if these letters are important. Chairman Bonvie stated as one member, it is his <br /> opinion that these letters are important knowing that the applicant had a conversation with their <br /> neighbors about their project. But there are specific guidelines and criteria that the Board considers <br /> more important on making their determinations. <br /> Mr. Furbush mentioned that the driveway is currently crushed stone, and he asked the reason that <br /> the proposed driveway will be paved. <br /> Attorney Kirrane mentioned that the engineer was not available, but the Board in the past has <br /> conditioned that all water runoff remains onsite. <br /> Chairman Bonvie noticed that there is a couple of dry wells located on the site plan, but the <br /> engineer did not mention if it is based on a 25-year, or 100-year storm event and whether it is from <br /> DEP or NOA. He would like to include the drainage calculations on the plan. <br /> Attorney Kirrane mentioned that he could return on August 28rh and have Mr. Bunker, with BSS <br /> Design be present to answer engineering questions regarding the storm water calculations. <br /> Chairman Bonvie said that he would like a certified letter from Mr. Bunker with his drainage <br /> calculations noting based on the storm year event, and that all water runoff will remain onsite. <br /> Attorney Kirrane summarized the Board requires prior to the next meeting; detail regarding the <br /> dry wells for at least a 25-year storm event,NOA vs. DEP, and clarification on the driveway issue. <br /> Mr. Reidy asked what happens to the project regarding the Conservation requirement after one <br /> year of inspecting the mitigation. <br /> Chairman Bonvie said that a landscape professional and the Conservation Agent would investigate <br /> and sign off if they are satisfied with their requirements. <br /> Attorney Kirrane requested a continuance until August 28, 2024 hearings. Mr. Reidy made a <br /> motion that the Board accept the Attorney's request until August 28, 2024 hearings. Mr. Furbush <br /> second. All were in favor to accept the request. <br /> 10 <br />
