effective approach or combination of approaches. There is a range of initiatives that have been <br /> presented to town meetings, such as the use of alum, which binds phosphorus and is commonly <br /> used to deal with toxic algae blooms on ponds that have high phosphorus content and algae <br /> bloom problems. However, this proposal was shot down at the town meeting. He adds that he <br /> isn't saying there were no concerns raised with the use of alum; there are things to consider. <br /> There is an ongoing drench study being conducted by Army Corps engineers, as well as by the <br /> Tribe. There is also an examination of outdated stormwater infrastructure, which this project is <br /> now a part of, and the identification of failed septic systems within 300 feet around the pond, <br /> requiring upgrading or pumping of those systems. So, there are several initiatives underway, and <br /> painting the picture of Santuit Pond that the town is not doing anything is not accurate. The town <br /> is actively engaged in numerous efforts. He does express that Santuit Pond is the most heavily <br /> studied, looked at, and top priority in terms of water quality for inland water bodies in the entire <br /> town by far. There is a lot of effort being put forth right now to try to improve the water quality, <br /> which depends on public support and funding. <br /> He emphasizes that the project is coming at no cost to the town but in the form of a grant. <br /> The grant funding was vetted through a consulting firm that has experience in this subject matter. <br /> He acknowledges the concern for disturbance and offers reasoning for supporting the project. <br /> Additional discussion between the public, the Commission, and the representative, Ms. <br /> Fisher. <br /> Motion made by Ms Zollo to close and issue for 95 Timberlane Drive for the Town of <br /> Mashpee upon the receipt of the DEP permit number. Rep: BSS Design, Inc. <br /> Mr. Garulay presents the project as the replacement of an existing single-family <br /> dwelling located not in a buffer zone but in a flood zone. The proposed dwelling will have the <br /> same number of dwellings; therefore, the septic system and leaching field will remain the same. <br /> However, the septic tank will be replaced and repositioned further away from the foundation. He <br /> assures the Commission that the new dwelling will not be in a flood zone area. However, there <br /> are sections of the site within a flood zone. For instance, an existing shed located around the <br /> southern corner of the lot and a small portion of the proposed rear patio crosses over the flood <br /> zone line. Mr. Garulay states there will be a slight readjustment to the contour line, which will <br /> require some fill located at the left of the three-car "deep parking space" currently on Shore <br /> 9 <br />
