He highlights the new dwelling will be set further back from <br /> the road and will still be within the 50' and 100' buffer from the natural resource areas. Mr. <br /> Lizard-Rivera lists the natural resources within the immediate area and notes the lot is located <br /> on the 100 year A flood zone. The project is expected to be 1700sgft larger than what is currently <br /> existing and a mitigation plan has been drafted and proposed as 1:1 ratio according to Town <br /> regulations. The new property will be in compliant with current flood standards and there will be <br /> a new FA septic system. He notes the Board of Health has noted it meets all setback <br /> requirements. <br /> Mr. Lizardi-Rivera—noted a letter received from the abutting neighbors which <br /> addressed several concerns. Over the past several days his design team along with both property <br /> owners have met to discuss revisions that may be made to rectify these concerns. He has <br /> provided the Commission with his own letter which bullets the concerns of the neighbor and how <br /> we plan to resolve each issue individually. Additional deliberation ensures. <br /> A landscaping plan has been drafted and submitted to the commission which shows the <br /> 1700sgft of mitigation. However, within the plan there shows an existing strip of plantings found <br /> at the top of the coastal bank. This section is from another order of conditions and is not included <br /> in the mitigation but will be redone. <br /> Mr. Garulay elaborates on the landscaping plans, reasoning for retainer walls, and <br /> placement of any new features. <br /> COMMISSIONERS COMMENTS <br /> Ms. Zollo acknowledges the redesign of the drywells and the reasoning for them. <br /> However, she is concerned that over time they will become obsolete which will require all water <br /> being pumped off the site. Mr. Lizardi-Rivera states he has personally measured the mean high- <br /> water level and details the various elevation levels for the project which when completed there <br /> will be a 2.5' to 3.5' distance to the surface. <br /> Mr. Colombo asks the depth of the swimming pool. Mr. Garulay states around 5.5' in <br /> depth and it starts at an elevation of 7.3' as the coping height. Additional deliberation ensued <br /> pertaining to a previous project completed by Mr. Garulay which was like the current proposal. <br /> Mr. Colombo would like the comparison of size in the existing structure and new one. <br /> Mr. Lizardi-Rivera explains the existing structure is 3517sgft and the new dwelling will be <br /> 3513sgft.
