MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 9, 2022 <br /> Mr. Feronti mentioned he worked on the civil engineering with Ed Pesce, and Horsley Witten <br /> Group for Phase 1. He had a discussion with Mr. Pesce that involved a 510-page utility plan and <br /> the scope of work detailing the storm water report. <br /> Mr. Feronti mentioned that the plan exceeds the parking requirements. There are 244 spaces <br /> required, and there are 246 provided as well as off-street spaces for the residential units. This is <br /> based on one space for every one bedroom, or studio, and two spaces for every two bedroom or <br /> more. In addition,that total number of parking spaces includes 8 handicapped parking spaces, but <br /> there will be 15 spaces provided. <br /> Mr. Feronti said that there is wastewater capacity for the wastewater treatment plant. There is a <br /> ground water discharge permit for 180,000 gallons a day, and currently using 90,000 gallons. <br /> There will be 182 bedrooms being added to that plant;there will be an excess capacity of just over <br /> 70,000 gallons. <br /> Mr. Feronti said that his team met with the fire department showing the turning radius for all of <br /> the intersections, and the hydrant locations. He met with Andy Marks of the Mashpee Water <br /> District, and was approved for connections to the public water supply. Mr. Feronti has met with <br /> the Chief of Police who will meet with his staff and will follow up with any concerns. <br /> Mr. Feronti explained that part of the process is to get approval of the three sub-phases so he can <br /> go back to Mass Housing to get the final approval letter for this plan set. Once the final approval <br /> letter is done, that formalizes the details for the lottery arrangement, the monitoring agreement, <br /> and all of the regulatory information that is part of what the Zoning Board needs to approve for <br /> the process of the three sub-phases,but cannot actually be produced until Mashpee Commons does <br /> the final approval letter with Mass Housing. Mr. Feronti will return to the Zoning Board after <br /> approved by Mass Housing and prior to starting construction. <br /> Mr.Blaisdell asked if Mass Housing is in charge of the lottery. Mr. Feronti said that SEB Housing, <br /> and the Angler Group are the monitoring and lottery agents. He said that 40B projects are 25% <br /> affordable. <br /> Chairman Furbush asked if the Fire Department had an issue with the building height that exceeds <br /> the 35 ft. requirement. Mr. Feronti said that the Fire Department concerns were reaching the <br /> window on the top floor of the space. The total height of the building to get to the ridge is less of <br /> a concern as it is to get to the sill of the top floor unit. The Fire Department will be part of the <br /> review process during the planning stages before submitting plans to the Building Department. <br /> Mr. Blaisdell said he is willing to condition any future recommendations submitted by the Police <br /> Department. <br /> 14 <br />
