MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 9, 2022 <br /> Mr. Pesce mentioned that he will be reviewing the details of the drainage analysis with Mr.Kuchar <br /> and will be ongoing. He said that he will prepare a letter to the Board stating that all of his <br /> comments have been addressed, and referencing the final design revision date for those plans, and <br /> those will become the plans of record for the Decision. <br /> The Board asked about the landscape plan. Mr. Feronti mentioned that there is a landscape plan in <br /> the binder. There is no lighting plan but there is a lighting narrative which explains the <br /> methodology behind how they will approach lighting. The landscape plan is a conceptual plan that <br /> shows what the intension will be to carry through the same tree lined streets, but there may be <br /> some revisions. It's important to make sure there is no impact on lines of sight. <br /> Mr. Pesce recommended that a condition would be that final civil engineering design plans, <br /> landscape design plans, and proposed lighting plans to be provided for review to the Board's <br /> Engineer prior to issuance of a building permit. <br /> Mr. Feronti said that all of the building design have to be approved under the architectural code in <br /> the Comprehensive Permit. There are nine building types in the binder. The Building <br /> Commissioner will review these buildings under the State Building Codes. The civil set plan <br /> identifies the dumpster locations in each of the parking lots, and will be appropriately screened. <br /> Ms. Arden Russell, Sturgis Lane approached the Board and asked if the existing affordable units <br /> are in compliance, and who receives the information to make sure that the units are monitored <br /> properly. She asked the Board that they ask for documentation for the reports. Ms. Russell asked <br /> about Item 23 on Pg. 17. "The applicant will provide the Board with cost and revenue statements <br /> after the sale of the 19 first residential units." These units have been changed to rental units. <br /> Mr. Blaisdell mentioned that the monitoring company is in charge of the financials. Mr. Feronti <br /> said the monitoring company does the verification of the affordable units. Mr. Feronti said that <br /> Mass Housing works with the State. <br /> Mr. Furbush asked Ms. Russell who would be the contact person at Town Hall. Ms. Russell said <br /> that the Town Manager would be notified. <br /> Attorney Peter Freeman said that there is no objection to make sure that the proper compliance <br /> takes place, but there's no particular requirement during this process. If the Board would like to <br /> institute that it can be done, but Mass Housing, and the monitoring agent CHAPA are responsible <br /> to keep these records. Mr. Furbush is correct; it is not relevant to what is being discussed at this <br /> time, it's not new permitting. Mr. Freeman said he can have a discussion with the monitoring <br /> agency to provide this information to the Town. <br /> Mr. Feronti answered Ms. Russell's question that this Phase is all rental which is now 207 units <br /> remaining.
