MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 9,2022 <br /> Mr. Luff mentioned that the landscape plan was approved by Conservation that shows a three <br /> quarter inch native pervious stone for the cobblestone edging. <br /> The Town Planner also mentioned his concerns regarding bringing fill onto the property. Attorney <br /> Kirrane said there will be no fill brought onto the property. The Town Planner also mentioned low <br /> impact design which deals with rain gardens or other infiltration systems. Attorney Kirrane <br /> mentioned that there will be 1700 sq. ft. of mitigation plantings, and therefore a rain garden is not <br /> appropriate for this project. <br /> Attorney Kirrane mentioned that the basement will remain non-habitable space. The owners will <br /> have to sign a non-conversion agreement as mentioned by the Building Commissioner. <br /> Mr.Luff said it will be a standard concreate pour with the smart vents one square foot of foundation <br /> footprint=one square foot of venting. <br /> Mr. Morris commented that no floor drains are allowed. The only use is for building access and <br /> limited storage because it's a crawl space. <br /> Chairman Furbush asked if the bulkhead along the water's edge was permitted. Attorney Kirrane <br /> said that he was not sure what was approved with the past owner, but Conservation approved the <br /> current owner's proposal. Mr. Luff said that he addressed the abutter's concerns. <br /> Chairman Furbush asked about the parking situation, and the height of the dwelling. Mr. Luff said <br /> that the homeowner did not want a circular driveway. Mr. Luff said that the ridge height is 34 ft. <br /> 1 inches. He will make sure that the construction documents that are turned into the Building <br /> Department will have the allowed building height dimensions along with the grading confirmed <br /> with the engineer. <br /> Ms. Sangeleer read the Conservation comments into the record, and the Board of Health <br /> comments; Septic plan design has adequate flow. Plan shows 3 bedroom house. <br /> Ms. Sangeleer read an abutter email into the record with questions regarding the new proposed <br /> construction. Attorney Kirrane addressed the parking concerns that a two-car garage will be <br /> constructed. The abutter asked about the retaining wall construction, the height, and the AC unit <br /> location. Attorney Kirrane said that the unit can be situated 5 ft. from the property line under 120 <br /> sq. ft. The wall will be constructed with a veneer stone. Mr. Luff said the front end of the wall will <br /> be 8-10 inches, and the back of the wall will be approximately 8 ft. Mr. Luff said that a fence will <br /> be constructed on top of the wall which will screen the AC units. <br /> Mr. Furbush asked if a permit is required for an 8 ft. wall. <br /> 2 <br />
