MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> OCTOBER 12,2022 <br /> Mr. Goldstein read a comment from Catherine Laurent, DPW Director; " "hare Drive in the <br /> vicinity of Bluff Avenue is subject to significant street flooding during ,Morin events. Portions of <br /> the surrounding roads, including Overlook Knoll load and Seaview Avenue all contribute to this <br /> flooding, especially as drainage infrastructure on these roads are limited at best. For this reason <br /> as well as general policy, all storm water rung.ff from the property at 21 Overlook Knoll Load <br /> should be contained onsite (including but not limited to roof runoff). Use ofpervious material such <br /> as atone or shell for the proposed driveways will help provide for infiltration of storm water. I' <br /> The Board discussed the,wording to be"all storm water runoff from the property shall be contained <br /> onsite including but not limited to roof runoff." <br /> Ms. Sangeleer read an abutter letter from the owner at 17 Overlook Knoll Road who is concerned <br /> about the drive being a "cut through" and causing water runoff issues. She also read a letter from <br /> the owner of 25 Seaview Ave regarding traffic issues. <br /> Mr. Goldstein read the Conservation Department comments into the record; "not within wetlands <br /> jurisdiction." The Board of Health comments; "Septic plan design has adequate flow". <br /> An abutter at 17 Seaview Avenue is concerned about the water runoff. Mr. Paul Thurston opposes <br /> the new construction. The Board mentioned that they have no jurisdiction regarding any design of <br /> the driveway. <br /> Mr. Mike Kelley commented that he has no issues with the access to the streets. <br /> There were no more comments from the audience. <br /> Mr. Bonvie made a motion that the Board issue a Special Permit Owners, Donna Kelley and <br /> Stephen J. Bonkowski of 21 Overlook Knoll Road under §174-17.1 of the Zoning Bylaws to raze <br /> an existing non-conforming single family residential structure and replace it with a new single <br /> family residential structure on property located in an R-3 Zoning District, and the Popponesset <br /> Overlay District, Map 118 Parcel 35, Mashpee, MA with the following conditions; <br /> 1. The Board has determined that the applicant meets all the conditions of a Special Permit <br /> under Mass General Law 40A. Section 9. <br /> 2. Plot Plan--Proposed House Reconstruction,21 Overlook Knoll Rd,Mashpee,MA.
