MINUTES January 20 , 1994 4 BOARD OF HEALTH <br /> Mr. Ball also questioned Mr. Fitzpatrick as to his pro- <br /> posed timetable for installation of the leaching facility. <br /> Mr. Fitzpatrick responded, "My original completion date <br /> was the second week of March. " "Because of the delays with <br /> the septic system I have had to reschedule the plumber, <br /> heater, landscape and retaining walls. " "I also have been <br /> unable to secure payment for my lender due to work that has <br /> not be completed on the time schedule and numerous other <br /> problems that are bumping this. " "I am still planning to get <br /> this completed and moved in by the second week of March but I <br /> need that system in the ground as quickly as possible. " "I <br /> would be willing, as of this evening, to allot two weeks . " <br /> "At the end of the two weeks I will schedule my excavator to <br /> go in an install my leaching facility. " "Any costs incurred, <br /> over and above what it has already cost me in delays, I will <br /> expect to get reimbursed for those added costs. " <br /> Mr. McQuaid relayed, "We have walked Ms. Saunders prop- <br /> erty and located the bounds. " "They do parallel the Asses- <br /> sor's plan as far as the square footage and dimensions of her <br /> lot. " "In my opinion there will not be any problem at all in <br /> relocating her pit 10' onto her property line. " "The only <br /> impact it would have is decreasing the distance from her own <br /> well but groundwater flow in that direction would be from <br /> well to septic to the pond. " "Mr. DiMaggio has stated that <br /> he would be willing to do the work at cost as he was involved <br /> in this matter. " <br /> Mr. Greelish offered Ms. Saunders the services of this <br /> Board to help remedy the situation. <br /> Mr. McQuaid expressed to Ms. Saunders the urgency in re- <br /> locating her system as Mr. Fitzpatrick has allotted a two <br /> week time frame. <br /> Mr. Doherty stated as Mr. Evans is a Registered Sanitar- <br /> ian it would fulfill the requirements for a designed system <br /> which would save Ms. Saunders engineering costs. <br /> Mr. Greelish stated the Board would entertain variance <br /> relief from the on-site well to the proposed on-site leaching <br /> facility. <br /> Mr. Evans stated, "When Mr. DiMaggio did the design for <br /> the repair he questioned Ms. Saunders if the leach pit was on <br /> her property to which she responded yes. " <br /> Ms. Saunders stated, "Mr. DiMaggio did not ask me any- <br /> thing, he drew a plan and gave it to me. " <br />
