MINUTES January 20, 1994 5 BOARD OF HEALTH <br /> Mr. Greelish informed Ms. Saunders, "This Board appreci- <br /> ates your point of view. " "The problem is this Board doesn't <br /> have any latitude. " "Whatever your neighbor decides to do, <br /> in terms of timetables, controls your fate and there is noth- <br /> ing this Board can do one way or another. " "This Board is <br /> already operating beyond its authority in not doing <br /> anything. " <br /> Ms. Saunders stated, "The Board is sitting here telling <br /> me that I am going to absorb some kind of expenses that I may <br /> not be able to do. " "Is this Board going to absorb <br /> expenses. " <br /> Mr. Greelish responded, "Unfortunately not. " <br /> Ms. Saunders relayed, "Then you are going to have to <br /> give me some time to work this out. " <br /> Mr. Greelish relayed, "We do not have the authority to <br /> do so. " <br /> Mr. Fitzpatrick stated, "I will give Ms. Saunders until <br /> February 3 , 1994 ." "I expect the town to inspect the system <br /> at that time or the day after and if need be condemn the <br /> property. " <br /> *****NEW BUSINESS***** <br /> John Slavinsky - _ 71Bluff Avenue <br /> Mr. John Slavinsky, P.E. was in attendance for this <br /> scheduled appointment. <br /> Mr. Slavinsky stated, "This plan was before the Board a <br /> few weeks ago at which time the Board denied the plans as <br /> they did not meet Title V requirements. " "The owner is ap- <br /> pealing the Board's decision as the installation of a Title V <br /> system would disrupt much of her landscaping. " <br /> Mr. Greelish questioned Mr. Slavinsky as to whether flow <br /> diffuser's could be installed. <br /> Mr. Slavinsky responded, "Yes. " "The system, as it cur- <br /> rently exists, is to close to groundwater. " <br /> Mr. McQuaid commented, "What is being proposed does not <br /> provide 4' of naturally occurring permeable soil below the <br /> bottom of the leaching facility. " <br /> Mr. Slavinsky stated, "It will once we fill it in. " <br /> Mr. Doherty questioned whether soils were suitable. <br />
