MINUTES April 7 , 1994 2 BOARD OF HEALTH <br /> Mr. Ball motioned to grant a 3' State sideline variance, <br /> Mr. Doherty seconded. <br /> NEW - E_8Whipyorwill Circle <br /> Mr. Robert Raymond, P.E. was in attendance to request <br /> State and local variance requests. <br /> Mr. Raymond relayed, "The owner is requesting local <br /> variances from the proposed leaching facility to the on-site <br /> well and abutting wells, as well as, a variance from Title V <br /> regulations which require 4' of permeable soil between the <br /> bottom of the leaching facility and groundwater. " "It is my <br /> understanding that town water is proposed for the area which <br /> may make the local variance requests a mute issue. " "At the <br /> time the perc test was taken it was taken at the lowest spot <br /> on the lot. " "We intend to strip-out the area around the <br /> system. " <br /> Mr. McQuaid relayed, "The perc test was performed a con- <br /> siderable distance from where the proposed leaching facility <br /> is to be installed which may change the soil log. " "With the <br /> adjusted high groundwater elevation it brings the leaching <br /> flow diffuser's up into the top and subsoil which then does <br /> not allow for the 4' of naturally occurring permeable soil <br /> between the bottom of the flow diffuser's and the adjusted <br /> high groundwater level . " <br /> Mr. Doherty informed Mr. Raymond he must perform another <br /> perc test in the area of the proposed leaching facility. <br /> Continued pending results of the new perc test. <br /> APPOINTMENT: P. Stashenko - 7 Chickadee Road <br /> Mr. John Jacobi, P.E. and Mr. Phil Stashenko were in at- <br /> tendance for this scheduled appointment. <br /> Mr. Jacobi stated, "We are present this evening to re- <br /> quest a variance from the regulation which requires 4' of <br /> naturally permeable soil between the bottom of the leaching <br /> facility and groundwater. " "Plans indicate 3 1/2' feet be- <br /> tween the bottom of the leaching facility and groundwater. " <br /> "The septic system and test holes were done at the lowest <br /> part of the lot in elevation due to the constraints that are <br /> placed upon us by other buildings and the locations of septic <br /> and wells in the area. " "This plan would require a full 10' <br /> stripout for the system and upon placement of the fill there <br /> would be a 4' separation from the bottom of the leaching fa- <br /> cility and groundwater which is required by the code. " <br />
