MINUTES March 9, 1995 2 BOARD OF HEALTH <br /> Mr. Doherty motioned to grant a 23' local variance from the proposed on-site <br /> leaching facility to proposed on-site well and a 36' local variance from the proposed on- <br /> site well to abutting leaching facility, (lot 27 Yardarm Drive), Mr. Cram seconded, all <br /> agreed. <br /> 151. SHORE DRIVE - Mr. McQuaid relayed, "The owner is voluntarily upgrading from <br /> two cesspools to a Title V system." "There are significant variances required." "In my <br /> opinion, what is being proposed is better then what is existing, as long as, we have an <br /> affidavit recorded with the Registry of Deeds that they don't intend to increase their living <br /> space." "I would suggest to the Board that we approve the necessary and significant <br /> variances with the agreed affidavit." "I did inform the engineer he must delineate the <br /> location of all abutting wells within 150' of the proposed leaching facility." <br /> r <br /> Mr. Doherty commented, "The engineer could reverse the location of the primary <br /> and reserve to obtain a greater distance." "The owner could also install some sort of <br /> treatment system." <br /> Mr. McQuaid commented, "If the active and reserve are reversed a Title V <br /> variance hearing must be held." "At the time of the perk groundwater was observed at 6' <br /> below level." "Flow diffuser's counting 1/2' to 1' cover to the top leaves exactly 4'." <br /> "The Conservation Commission agent has not verified the edge of the bordering vegetated <br /> wetland." <br /> Mr. Doherty motioned to continue the variances request pending Conservation <br /> Commission verification of the bordering vegetated wetland, Mr. Cram seconded, all <br /> agreed. <br /> 6.) Emergency repair certification, 61 Great Pines Driveā 214 Wading Place Road and <br /> i <br /> 46 CMSa Avenue <br /> 61 Great Pines Drive - Mr. McQuaid relayed, "It is a Title V plan." "The leach pit is in <br /> failure." "They are going in off the d-box and will put in the reserve pit according to the <br /> plan." <br /> Board members forwarded their signatures to the "Emergency Repair <br /> Certification" form. <br /> 214 Wading Place Road - Mr. McQuaid relayed, "The repair will require R.D.A. <br /> approval from the Conservation Commission." "The repair can be performed ahead of <br /> time as long as the homeowners file with the Conservation Commission with 60 days." <br />
