MINUTES May 11, 1995 3 BOARD OF HEALTH <br /> Mr. McQuaid stated, "The septic system as designed is adequate for four <br /> bedrooms." <br /> Mr. Doherty questioned whether the existing house has a basement. <br /> Mr. Miller responded, "There is no basement." <br /> Mr. Doherty commented, "So he didn't have a basement before so he doesn't need <br /> one now so what does he really want to do with the floor over the garage?" "Obviously, <br /> it's for storage now but what will it be used for in a year from now when he decides he <br /> needs more room and it's very easy since it's attached to the building just to run heat and <br /> lights in there, insulate it and make it into a second bedroom which obviously would <br /> impact the flow calculations for the system." <br /> Mr. Miller stated, "That's going to be totally framed, there will be no insulation in <br /> the garage." <br /> Mr. McQuaid commented, "We've received two letters in February and March of <br /> this year from abutters stating they believe the leaching facility which was installed two or <br /> three years ago, is within 100' of their well." "Their concerned over the use of the <br /> proposed second level of the garage and the connection of the cottage to the septic <br /> system." <br /> Mr. Ball stated, "As far as the existing cottage, it is stated it will disconnected <br /> from the leaching facility." "Plans do not delineate the abutting well locations in proximity <br /> to the leaching facility." "That issue should be addressed." <br /> Mr. McQuaid stated, "It's based on the distance from the abutting well that the <br /> Board decided no increase in habitable space." <br /> Mr. Ball commented, "Mr. Warner could sign a statement that the second story of <br /> the garage shall remain storage." <br /> Mr. McQuaid questioned, "Who will police it?" <br /> Mr. Doherty stated, "What if Mr. Warner's needs change in the future?" "We <br /> cannot go out and check on the house." "If someone complains our only recourse would <br /> involve litigation." "It's a dilemma that should best be avoided." <br />
