Mr UTES September 14, 1995 4 BOARD OF HEALTH <br /> Mr. Ball questioned Mr. Doherty, "Do you have any personnel interest or grudge <br /> against these people?" <br /> Mr. Doherty responded, "Absolutely not." <br /> Mr. Ball questioned, "Then why are you being stubborn on this." <br /> Mr. Doherty stated, "I have no personal interest in the engineer, applicant, any <br /> related parties, any manufacturer's of any alternative systems." "The only interest I have <br /> is with a particular licensed installer in town." "No installer has been selected for this." <br /> "The plan is incomplete because the engineer failed to note the required variances on the <br /> plan." "It is also incomplete because the engineef neglects to mention plans are in <br /> accordance with local regulations." <br /> Mr. Cram motioned to reconsider the Boards vote of September 14, 1995, Mr. Ball <br /> seconded. Mr. Doherty abstained. <br /> Mr. Cram motioned to grant a 31' local variance from the proposed on-site <br /> leaching facility to abutting well, (#49 Oneida Avenue) and a 33' local variance from the <br /> proposed on-site leaching facility to abutting well, (#6 Huron Avenue), with the <br /> stipulation the engineer submit a letter stating the specific variances requested, Mr. Ball <br /> seconded. Mr. Doherty abstained. <br /> Mr. Cram motioned to publicize a new policy regarding the installation of <br /> alternative technology septic systems in lieu of local variance relief, Mr. Ball seconded, all <br /> agreed. <br /> APPOINTMENT: Joan Muse - 5 Hunt Circle <br /> Ms. Joan Muse was in attendance for this scheduled appointment. <br /> Mr. McQuaid relayed, "This is a lot in New Seabury about to be sold." "John <br /> Macomber did an inspection on the property and determined that the system failed the <br /> inspection although he indicated on the inspection form that it passed." "It is a two <br /> cesspool system." "One of the cesspools has a liquid depth less then 6" below the invert <br /> which would not accommodate 112 days flow." "That's one of the failure criteria and yet <br /> on the final page of the inspection sheet he passed the system." "In my opinion, if you fail <br /> one of the initial failure criteria then the system fails." "The system failed, the owners of <br /> the property want to upgrade the system to Title V."
