MINUTES June 24, 1999 2 BOARD OF HEALTH <br /> dosing chamber. The fields that are on the plan are pretty large. We are <br /> showing the septic field with the reserve. The intent is that eventually'the <br /> developer will build onto the complex and the system has been sized for both <br /> uses. The daily flow is based on the 13 doctors at 250-gallons per doctor which <br /> is 3,250. The other area will have a total of 6,660 so it's nearly doubled." <br /> i <br /> Mr. McQuaid stated, "We had a technical review committee meeting on this and <br /> I had previously gone over the plans. The figures are accurate and legal by Title <br /> V. The concerns we had were what to do with the medical waste. We felt that a <br /> tight-tank would be a feasible solution and that has to be approved by the DEP. <br /> We need to have a copy of the contract for the tight-tank to be sure that it can <br /> take medical fluids, medical waste, x-ray fluid. I don't foresee that as being a <br /> problem. The only issue is that it is in a Zone II and, therefore, they would be <br /> limited to 440-gallons per day per acre. They are trying to fast track this to get <br /> it approved and permitted before the transition period ends at the end of the <br /> year. The system that they are providing is actually better than a standard Bio- <br /> clear system. They are going the extra step." <br /> Mr. Cram motioned to approve the plan as submitted pending approval of the <br /> tight tank by DEP. Mr. Ball seconded the motion. Motion passed. <br /> 2. Approve minutes of May_27, 1999 <br /> Mr. Cram motioned to approve the minutes of the May 27, 1999 meeting. Mr. <br /> Ball seconded the motion. Motion passed. <br /> Approve minutes of June 3 1999 <br /> Mr. Cram motioned to approve the minutes of the June 3, 1999 meeting. Mr. <br /> Ball seconded the motion. Motion passed. <br /> Approve minutes of June 10 1999 <br /> Mr. Cram motioned to approve the minutes of the June 10, 1999 meeting. Mr. <br /> Ball seconded the motion. Motion passed. <br /> 3. Application for Retail Food Permit — East Coast Wholesales <br /> Mr. Robert Vital was in attendance for this scheduled appointment. <br /> Mr. McQuaid stated, "I did an inspection recently at the Flea Market and <br /> discovered a stand selling cigarettes and tobacco products and also various <br /> brands of instant coffees and teas. I spoke to Mr. Vital and informed him that <br /> he needed a Tobacco Sales Permit from the Board of Health and a Retail Food <br /> Permit if he wanted to continue to sell those items at the Flea Market. Mr. Vital <br /> wasn't aware of the permits being required." <br /> Mr. Ball stated, "The Board members present would have a split decision on the <br /> Tobacco Sales Permit so that discussion will have to wait until we have a full <br /> Board present to re-vote that item." <br /> Mr. Cram asked, "Are all of the food items packaged? Does anything need to be <br /> refrigerated?" <br />
