11 <br /> Mr. Harrington stated that that would have to be a condition of approval because <br /> they are only providing a septic system large enough for two bedrooms anyway. <br /> Correct? <br /> Mr. Smith replied that he has three bedrooms and the leaching system is big <br /> enough for three-bedroom. He took a three-bedroom system and 60%. It is two <br /> bedrooms with a conventional system. <br /> Mr. Ball then asked Mr. Harrington to reiterate his other concern. Mr. Ball <br /> continued by stating that the only reason they did the deep-watered perk was <br /> because it had to pass the state the Title V. It did not pass the local regulation. It <br /> did pass the state. <br /> Mr. Harrington stated that in order for the applicants to use the Clivus Composting <br /> Toilet they had to prove that a conventional system could be installed in the <br /> property. That is one part that the Town also adopted for their local regulations. <br /> Therefore, if they didn't prove that to the BOH they wouldn't have had the approval <br /> to do that anyway. <br /> Mr. Smith stated that that had been approved a long time ago. He stated that they <br /> had a different footprint of the home. But, now that they were closer to doing <br /> things they were able to take care of it. <br /> Mr. John Doherty joined the meeting at 7:55 PM. <br /> Mr. Pesce continued by stating that a contract for operation of the composting <br /> toilet would be a condition on the deed. <br /> Mr. Doherty after hearing a brief synopsis of the prior conversation between the <br /> BOH and Mr. Smith and Mr. Pesce. He asked if there was a green card on this <br /> particular site and any objections on file. <br /> Mr. Pesce asked Mr. Harrington if he needed to notify the abutters. He stated that <br /> Mr. Harrington did not require him to notify the abutters. He has already notified <br /> the abutters on multiple occasions-twice for conservation. <br /> Mr. Harrington interjected that this is going to require DEP approval and part of <br /> the DEP package is going to require that they notify the abutters with proof of <br /> notification. There was one abutter that had written a letter and that was mainly <br /> on the use of the composting toilet. The concern was that the composting unit itself <br /> would below the flood plain in the basement with potential for flooding and the <br /> spilling of the contents onto an area that it was not supposed to be. Part of that <br /> letter was requesting the BOH to have a contractor haul it offsite, which is part of <br /> the approval. <br /> Mr. Pesce stated that he chuckles when these things happen. If you have water in <br /> the basement, which comes up to the foot of the foundation. There is not going to <br /> be too many people living there causing other difficulties. There will be other things <br /> going on to repair. He was not too concerned about the environmental damage. <br />
