13 <br /> smoking regulation proposal. <br /> Mr. Ball stated that he would like to see the BOH re-do their smoking policy <br /> requiring all restaurants within a certain time frame complete an air quality test. <br /> The BOH members' should agree upon a certain criteria. Furthermore, if the <br /> restaurants do not comply with the criteria, which would include the correct <br /> smoke prevention devices in bar areas or any smoking area. If the restaurants <br /> don't pass the air quality tests then there will be no smoking at that <br /> establishment. He feels it is one small step. But, it is a step towards a greater <br /> goal. <br /> Mr. Harrington asked if it was just for bars or restaurants. <br /> Mr. Ball replied that the BOH policy is that all restaurants are non-smoking. It <br /> is only the bar area that is a smoking area. If it isn't the BOH's policy it should <br /> be. He doesn't believe there is any smoking at any restaurant in Mashpee. He is <br /> not for a total ban on smoking in the town of Mashpee. He doesn't believe that <br /> he ever will be. He would also like to know what the intent of this group is in <br /> regards to the meeting on December 13, 2001. This group pulled a back door <br /> sneaky political move by submitting an article without the BOH members' <br /> approval or disapproval. He did not appreciate it because Mashpee is their town. <br /> Mr. Santos stated that that group was the Cape Cod Tobacco Coalition. <br /> Mr. Harrington stated that the group that requested an appointment for the <br /> December 13th, 2001, meeting were private citizens living in Mashpee, not any <br /> specific group. <br /> Mr. Santos is all for a ban. He continued that the sad part about it is that he is <br /> probably the only smoker on the Board. He is for the ban. He wants to see that <br /> it is done right. He wants the BOH to have control of it. If they can meet and <br /> create a smoke-free atmosphere between not smoking and smoking areas with <br /> proper ventilation. He is all for that plan of action. He has also experienced the <br /> moments where he has sat at the bar and had a meal while the person next to <br /> him is blowing smoke in his direction while he is eating. He is usually courteous <br /> about his smoking habits around people. However, there are not a lot of people <br /> like that. <br /> Ms. Warden interjected that the BOH members needed to remember that <br /> anything the board does will necessitate someone enforcing this ban. She and <br /> Mr. Harrington are not about sit there on their weekends in some corner of some <br /> bar watching to make sure that nobody is smoking. If this is some type of <br /> position that they want to create.
