3 <br /> 4. Letter from B. Sheehan, 115 Popponesset Island Road re: Complaint <br /> Mr. Ball stated that he had to step down and any action after today-wouldwarrant <br /> that Ms. Warden also step down due to a conflict of interest. <br /> Mr. Santos asked what Ms. Warden's conflict was with this particular individual. <br /> Ms. Warden related to the Board members that she was out performing <br /> inspections. Ms. Garron beeped Ms. Warden with the message that an anonymous <br /> caller had stated that Mr. Sheehan, 115 Popponesset Island Road, had well drilling <br /> equipment on his property and in all probability did not have a permit. Ms. Warden <br /> called Bob Sherman of the Town of Mashpee Conservation Department first. She <br /> knew that there were no wells up there. Furthermore, the BOH did not require <br /> anything further. His septic was completed in 1990.The BOH had no further cause <br /> to interact with Mr. Sheehan. Ms. Warden's ex-husband had some monetary <br /> dealings with Mr. Sheehan. Her ex-husband took payment for services that were <br /> never delivered. There has been bitterness from Mr. Sheehan towards Ms. Warden <br /> to this day due to this situation. Ms. Warden is acquainted with Mr. Sheehan's <br /> wife. She knew for a fact that she is residing out of the state and did not write the <br /> letter. Secondly, Dennis A. Scannell, the well driller was in Lowell. He was not at <br /> the site. Mr. Sherman stated that there was aprocedure that was instituted with <br /> the help of George Heufelder, from the county and the Conservation Commission, <br /> to monitor the leaching facility, which included the installation of three monitoring <br /> wells. However, no permits were pulled. She then called Mr. Scannell and advised <br /> him that no permits had been pulled for the monitoring wells. She told him that <br /> she was going to pull his men off of the site until he returned from Lowell, <br /> straightened things outwith Conservation and pulled the proper well permits. Mr. <br /> Scannell agreed. Ms. Warden got to the site there was no one in the vicinity. The <br /> only people present were the two well drillers. She updated them on the situation <br /> and requested that they leave the site. They left and she left. <br /> When Ms. Warden initially read this letter she found general inconsistencies. From <br /> the beginning to the end it is obvious that it was a fictitious story. It is obvious that <br /> he doesn't even understand what it is he is referring to for example his reference to <br /> a"special permit." She was going to try to put a letter together today. Ms. Warden <br /> was going to be very direct in informing Mr. Sheehan that any permit will have to <br /> be pulled by the well driller. He will also have to address the protocol set by the <br /> Conservation Commission and in their Order of Conditions document. However, <br /> she wanted to see what the Board members had to say about the situation before <br /> drafting a letter. <br /> Mr. Santos began by stating that he had two major problems with this situation <br /> that quickly come to mind. He wanted to know how and why, from the onset, <br /> George Heufelder, of Barnstable County and the Conservation Commission were <br /> involved in this matter, but not the Board of Health? Furthermore, why is the <br /> County making decisions without consulting with the BOH?
