3 <br /> Mr. Harrington responded that he had had a chance to inspect the farm. He began <br /> by stating that he went out to an abutter's home on the previous Friday, <br /> September 28th, 2001. He witnessed flies that were more than abundant and <br /> definitely creating a problem both inside and outside of the dwelling. At that same <br /> location there was a moderate odor that was noticeable but not out of control as far <br /> as the strength of the odor. <br /> The following Monday Mr. Harrington did go to the stable with the animal control <br /> officer and completed a full stable inspection according to the Town regulations. <br /> They went through each of the stables and through the area walking around the <br /> property. There were three violations that he noted at that time which he discussed <br /> with the owner. All in all the property itself was clean and the horses were not <br /> outside. The manure trailer was uncovered along with a long strip of area along So. <br /> Sandwich Road where there was manure and used bedding that was put down as <br /> fill up on the bank of the road. His discussion with the owner determined that <br /> there was some drainage that had eroded part of the bank that has since been <br /> filled in with the used manure. Mr. Harrington explained to the owner that that <br /> was a violation at that point. He has since written a letter regarding the violations. <br /> She has not received the letter. Mrs. Murphy, the owner, has the ability to take <br /> care of these violations within a period of time. Mr. Harrington had not given her <br /> legal notice at that point in time. Therefore, he would not like to make it public. <br /> Mr. Ball then asked to see the letter. Mr. Harrington produced the letter for his <br /> review. He read the letter and gave it to the other to Board members. <br /> Mr. Doherty addressed the group of abutters. He stated that he understood that <br /> they were all here in regards to this issue. He would like to give everyone a chance <br /> to speak. Therefore he would like to keep it brief and to the point. Mr. Doherty read <br /> the letter to Mrs. Murphy. He then began the discussion with the abutters. <br /> Mrs. Kim Herrera began by stating that she spoke to "Deb" the owner of the farm <br /> three weeks ago and asked her if she could do something about the horses in the <br /> backyard. It is in Mrs. Murphy's corral but it is very close to her home. Her <br /> grandmother has COPD and bronchial asthma. They look forward to summer or <br /> spring or whatever and they can never open any back windows at all. When they <br /> do they rush her to the hospital because of the dust. It is a major problem. <br /> Anyway, for the years she has been there. They look forward to the spring, but the <br /> shut all windows and air conditioning stays on continuously. Her grandmother is <br /> 93 years old and does not understand that she cannot open the window. When she <br /> does they rush her to the hospital. She is on an oxygen tank 80% of the day. COPD <br /> is "constructive obstructive pulmonary disease" for anyone who doesn't know. <br /> Mrs. Herrera continued that she has suffered a lot of sinus infections accompanied <br /> by sores in her nose. She explained this to Mrs. Murphy. She is not saying that it <br /> is actually her fault. She cannot prove that her sinus infections came from the <br /> farm. But, she believes that it does. She asked Mrs. Murphy if she would move the <br /> horses. Mrs. Murphy did very respectively move the horses and they haven't been <br /> in the corral for approximately two and one half or three weeks. Mrs. Herrera does <br />
