Grant Fund Drawdowns. Susan Gray reported receipt of a copy of Statewide's application of
intent. Susan stated that to date she has been keeping a 75%-25% ratio between what the
Town is paying, and what the Grant pays. On this latest application, that amount has been
increased by$96,110, based on what the original grant application stipulated what the money
was going to be used for, i.e., electrical, carpentry. A draw down on the grant is coming at the
end of this week. Once the grant has reimbursed the Town from that draw down, there will be
approximately$184,000 left in grant funds toward payments to Statewide. Probably in the next
Statewide application, we will expend what is left of grant funds toward that contract. There will
be another drawdown requested later this week, based on the Statewide application that has just
come in. This will leave just$68,000 left to draw down on the Grant. The Grant Administration
contract ends 1/15/05, with an additional 30 days added to close out documentation and other
administrative details.
Clerk of the Works—Iry Goldberg
In the absence of Clerk of the Works Ernest Virgilio, Irving Goldberg gave the following report.
The building is rapidly coming together. This week, the sidewalks will be completed; linoleum in
the kitchen and bathrooms will be laid;finish woodwork is being done; the front door is in;
windows are to be installed and the cupola finished this week. If all goes well, the building
should be completed by the end of November. Ernest Virgilio will coordinate the irrigation system
installation with the landscaping committee, upon his return from vacation this week.
Irving Goldberg reported that there had been no plans to install outside electrical outlets for the
building. JCA has been requested to recommend locations for outside outlets. If the bids for
installation of these outlets are too high, they will be installed after completion of the building.
The sewage installation issue has not been finalized. The Town is still waiting for a quote. Joyce
Mason has stated, however, that Mashpee Commons will begin sewage hookup work the week of
November 8'
PROJECTS.
Furniture—Jim Long. Jim reported that the $70,000 item approved for furniture has been
processed and is in the hands of W.B. Mason. Jim negotiated an installation fee with W.B.
Mason $900 less than originally quoted. The lounge/lobby furniture items selected have been
faxed over to Sheldon Hamblin, Fire Chief, for his approval of the fabrics selected. The window
blinds are still under consideration by the furniture subcommittee. Minor items such as end tables
and sofa tables still need to be selected. Filene's and Macy's have been suggested as possible
sources for these pieces. Jim estimated that the total cost for furniture from W.B. Mason would
top out at$80,000, which would include delivery, unpacking, and setting up. Jim estimates a
furniture delivery date of 12/10/04. In the event this date is delayed, Joyce Mason recommended
that the occupancy date be postponed to January 2005 to avoid the December holiday confusion.
Landscaping -Ed Adams. Ed Adams reported that Mahoney's has agreed to donate $1500
worth of shrubs and/or mulch. Ellis Allen has arranged for another company to donate a crew to
plant the shrubs free of charge. Planting may have to be postponed until the spring when
irrigation will be available for watering the new plantings.
With regard to the planting of donated trees, Ed stated that he is holding back on the placement
of these trees. The islands originally planned for tree plantings appear to be too thin and will not
support them. However, a beautiful 14 ft. Blue Spruce tree is being donated, and is planned for
placement at the end point in the front of the building where the driveway divides into a V.
Landscaping soil will need to be put down in preparation for the planting. Also, Dig Safe will
need to be contacted by tree donors to ensure no damage is done to utility/electric lines when
Tavares removes their trees. Another Dig Safe may be required at the Senior Center as well. Iry
Goldberg stated that there are three or four areas now ready for trees. The Clerk of the Works is
going to coordinate the planting of the trees with the Landscape Committee. Iry further stated
that the irrigation system would not be available this fall because the system would be drained to
2
