Ms. Ahlgren asked where the money for a project manager goes? <br /> Carl responded it can come from the contingency or can change <br /> architectural fees to "fees" . <br /> Carl stated that he has worked with a firm like Chartwell and it <br /> makes a project go very well , that service is very valuable. The <br /> architect appreciates the day to day follow up because many <br /> issues can build up during a week or two between Committee <br /> meetings. <br /> The Committee discussed recommending an entire site and/or which <br /> portions of a site to purchase. <br /> Bob Writenhour explained you cannot leave a piece of property <br /> without frontage, it would make it unbuildable and represent a <br /> taking. <br /> *The Committee agreed the 151 site is not ideal for an elementary <br /> school because the space is tight and because of the power line <br /> controversy . * <br /> Is the ability to put an elementary school on either site a <br /> critical item? Tom explained that is why we are at these two <br /> sites. Ms . Ahlgren stated it is critical to her. <br /> * The Committee agreed the ability to put a future school on the <br /> site is a critical item. * <br /> The Committee discussed the proposed performing arts center at <br /> • the 151 site. Does the Committee want to let Fields Point drive <br /> the site selection decision . Does the Committee want to <br /> jeopardize the performing arts center? Fields Point does own <br /> other property near this piece. The arts center would require a <br /> P P Y <br /> town meeting vote to change the zoning to commercial . <br /> Mr. Martiros stated the performing arts center should not <br /> influence the Committee' s choice of sites. <br /> Carl stated you should do what you think is right for the town . <br /> Decisions should not be made on who owns the land now or what is <br /> proposed for the land or the likelihood of being sued . <br /> Center site. The previous committee identified this site for two <br /> schools. This site also has a permitted sewage treatment plant <br /> on a parcel . <br /> The Committee thinks it makes sense to have some commercial <br /> development in this area of town . <br /> Carl stated , as an optimist, the Committee has two good sites to <br /> choose from. <br /> *** <br /> Should the Committee hold another forum? <br /> Ms. Ahlgren stated Al Polsi told her his group would like to <br /> sponsor a forum, after the Committee has made a decision , <br /> strictly on the cost issue, including information on the tax rate <br /> information , capital expense and cost to run the school . <br /> • Dr. DeMoura will prepare information on what it will cost to <br /> educate a student, when the high school is up and running and <br /> there are not students in Falmouth ( 1999 ) .
