IL <br /> Should the Town leave land for the proposed Fine Arts Center? Mr. <br /> Griffin explained the Committee resolved that 8 weeks ago. We <br /> need to plan the needs of the town first. Don 't limit the <br /> acreage because of a fine arts center that may or may not happen. <br /> Mr. Jones stated the 151 site will not accommodate an elementary <br /> school and fine arts center. The Committee must assume the <br /> mandate of an elementary school because it will have to happen . <br /> Selectmen Mills asked it the mandate was that the 2 sites be the <br /> same - 1 site? <br /> Mr. Dinizio responded the issue is that other sites were rejected <br /> because there was not enough room for 2 schools. Mr. Griffin <br /> added that facilities like an auditorium, STP, kitchen and <br /> ballfields could be shared and reduce the cost of the second <br /> school . <br /> Janice Mills said this Committee has done as much as they can . <br /> The Board of Selectmen will have to decide if land should be <br /> purchased for the elementary school . Mr. Dinizio said this <br /> Committee will proceed with its original charge; no one has asked <br /> us to change what we were doing . <br /> Location : Mr. Greelish asked about sidewalks and bikepaths, is <br /> the town going to be putting them in on Rte 130 , can the road <br /> accommodate them? <br /> Mr. Taylor explained the engineering has been completed for <br /> bikepaths from the Barnstable line to Heritage park . They have <br /> funding to do the work form Cotuit Rd to Lake Ave. <br /> Straightening of So. Sandwich Rd and Noisy Hole Rd . Tom <br /> explained the town bought a piece of land , between the road and <br /> the bog, specifically to fix that intersection . He thinks the <br /> majority of work will be on the Noisy Hold side and the Town owns <br /> that. <br /> Ms. Mills explained all the roads leading to 130 are a disaster. <br /> Sidewalks are not a selling point for either site . <br /> Tom stated the issue is the number of students within walking <br /> distance to the sidewalks . <br /> Mr. Taylor explained they have a grant in for sidewalks on 151 so <br /> he thinks both sites are equal on this issue. <br /> ** Mr . Griffin made a motion to remove the sidewalk issue <br /> from the matrix. Ms . Mills seconded the motion . All <br /> members were in favor . ** <br /> Zoning: Otis APZ zone at the Center site . The Committee <br /> reviewed where this effects the site. Tom Fudala explained the <br /> town zoning bylaw has exceeded what Otis suggested protecting . <br /> The school is a excluded use, the treatment plan is not. <br /> Mr. Greelish stated the Committee did not consider this issue . <br /> The air traffic and noise is a consideration. <br /> . Mr. Dinizio explained the runways change depending on the winds . <br /> A study would have to be done on frequency of flights and decibel <br /> levels in the area. Tom explained that was done and he presented <br /> 2 <br />
