map with the information .
Tom Fudala explained a change in zoning, which happened in Oct.
1991 , but was not put in the Code book regarding groundwater
protection district. The school is a prohibited use within a
Zone II of an existing or proposed public water supply . That
creates a problem for the 151 site.
Mr. Dinizio explained he went to a Water District meeting last
nigh and there was debate about which site is more adversely
effected by a high school . The Chairman would not put this issue
to a vote but 2 members went on record that they would prefer to
preserve the 151 site but it is not an official position .
Tom Fudala presented information to the Committee showing the
wells in question .
Selectmen Mills stated the opinion of value from the appraiser
stated the Center site has 42 house lots, 3 with possible
contamination problems. Tom said he disagrees with those
numbers. He is prepared to defend his figures.
Mr. Jones said either way , a sewage treatment plant is better
• than individual septic systems.
Site Utilities: Mr. Dinizio received a letter form Mr. Rich of
the Water District stating the cost to run the water main to the
Center site, if included as part of the project would be
$197 , 000 , if bid separately about $215 , 000. Mr. Franceschi said
Mr. Rich told him it would cost about $260,000 but it is
"reasonable to assume" the water district will share in some of
the cost.
Selectmen Mills asked about the permitted sewage treatment
plant - would the high school flow be less then 180 condos? Mr .
Franceschi explained it would be less and still have room to
spare. Tom explained they were considering tieing town hall and
the future elementary school into the plant.
Ms . Mills asked if they knew there were 2 other treatment plants
in this water shed? Mr Franceschi stated he did not but it is
preferable to have sewage treatment plant instead of individual
septic systems . The permit is for 32 , 000 gallons , is good until
Jan. 1995 is transferrable and extendable .
Deidre Greelish said she read in DRA' s report that getting a
discharge permit for the 151 site could possibly delay the
project. Isn't it a parallel process?
Mr. Franceschi stated it is a parallel process but if the
• approval of the STP is not granted in time, there could be a
potential delay . It is hard to get a short review from DEP.
3
