• ARCHITECTURAL RFP <br /> Paul Griffin prepared a draft architectural and design services <br /> RFP for the Committees review. He reviewed 4 RFP' s of recent <br /> school projects and then met with Joe Polito to draft the <br /> criteria. <br /> Pro.iect Site : the architect will have to know of the two sites <br /> and get 2 site plans. The final site will not yet be chosen . <br /> Estimated project costs: you have to give the engineering company <br /> the scope of what the work will be. He reviewed Wareham High <br /> Schools RFP. He also reviewed DRA' s information on how to <br /> calculate the numbers. Mr. Griffin calculated we will need <br /> approximately 200,000 sq feet which equal $27 million and he <br /> allowed for another potential $3 million for community uses. <br /> This does not include land . The architect is only concerned with <br /> construction . <br /> Mr. Martiros asked if we are getting plans for the addition? <br /> No. The building design will incorporate the need for a future <br /> addition and plan for it but will not design it. <br /> Fee : Town Counsel and Executive Secretary must review this <br /> section . The design fee has to be included in the total amount <br /> allocated at town meeting . They must submit two proposals, one <br /> for services, one for fee . <br /> Services Required: Mr. Griffin explained he did not want to <br /> narrow it down to much . Footnote #1 was in all other RFPs and <br /> should be checked out. <br /> • Mr. Jones thinks something should be said about meeting the <br /> challenge of future energy needs re: operating costs. <br /> Mr. Griffin did not want to narrow the scope of this issue down <br /> to much ; it may eliminate issues the Committee has not even <br /> thought of . Mr. Greelish noted they will have to meet the energy <br /> requirement under code now. The Committee can give criteria and <br /> present concerns at the appropriate time and it is not outside of <br /> the scope of work. Mr. Dinizio noted the Committee was impressed <br /> with DRA because they did not come with preconceived notions, <br /> they showed alternatives. If you specify needs in advance, the <br /> firm may tailor their presentation to meet that. <br /> The wording is changed to read "At least one alternative shall be <br /> developed sufficiently to develop a cost estimate for <br /> construction and building operating cost" . <br /> Design Changes: the Committee does not want to be nickled and <br /> dimed by change orders. They don ' t want to pay for items the <br /> architect should have thought about or discussed with the <br /> Committee. The Committee agreed that design work for change <br /> orders over $500, 000 will be at a fee of 3%. This is incentive to <br /> do a good job. The Committee would like to include no additional <br /> fee for any change order under $100,000 with an aggregate of <br /> $500 , 000 . They will get feedback on this. <br /> Qualifications: the Liability Insurance question is one for town <br /> • counsel . Mr. Griffin only added extras, not those required by <br /> law. Sufficient levels of staff to complete. . . the Committee <br /> 3 <br />
