Bill Jones asked about the filed subbidders, that is usually a headache, <br /> how do they handle it? <br /> Mr. seaman said the general contractor has to participate in the filed <br /> subbid process. Usually it does not create a problem, but once in a while <br /> you get one that is bad or uncooperative, but it is rare. If you treat <br /> them with respect and fairly they will do they job. Overall , there is no <br /> problem working with a filed sub bid. On the Griswold job, we carried that <br /> attitude forward and had no problems, some disputes but no wars. <br /> Bill Martiros asked if a town can act as a general contractor in this <br /> State? <br /> No. Chelsea is doing it but they have special relief. <br /> Is it cheaper to act as your own GC? <br /> Mr. Seaman said it could cost you less but it is a nicer project and goes <br /> much smoother with a general contractor. <br /> Bill Martiros said when there is a problem the architect says it is not his <br /> problem it is the general contractors , does the project manager isolate the <br /> town from that responsibility , do you as project manager carry that <br /> responsibility? <br /> Mr. Seaman said absolutely. We tell the Committee exactly what the truth <br /> is . We will probably have it resolved before it comes to the Committee, or <br /> it will be an extra and the architect will have to say he made a mistake . <br /> We try to make sure the documents are very clear when they are prepared - <br /> don ' t let consultants hide behind no fault clauses and giving them ability <br /> to choose more expansive items when they want them. <br /> Paul Griffin asked how the cost estimating of this job will be done? Will <br /> they evaluate some products vs . others for the Committee? Evaluation of <br /> energy products? <br /> Mr. Seaman said that is value engineering. We go through the design and <br /> find what is not cost effective and bring it to the Committee' s attention . <br /> We will price all general contractor prices ourselves. The <br /> mechanical/electrical we will hire a consultant to price it, we go to the <br /> source rather than pull the prices from a book. A structural engineer will <br /> review and price the drawings. <br /> Paul asked Mr. Seaman , if he was on this Committee , how would he handle the <br /> issue of clerk of the work , where should the reporting lines be? <br /> Mr. Seaman said he would like them to report to the project manager. <br /> Paul asked if they have ever worked with SMMA before? <br /> They have not and are not under any contractual agreement now. <br /> Peter asked how they would relate to us, geographically? <br /> Dick Farnese lives in Mashpee. The main office is in Holliston , MA. <br /> Bill Martiros asked if they would be here daily or weekly? <br /> Mr. Seaman said the town will be hiring a general contractor who will have <br /> their own project manager. You don ' t need someone as a project manager <br /> full time. My coordination will be with their project manager. The <br /> architect at the Griswold school said it was the easiest job he had. <br /> Joe asked how they would handle paperwork and keeping and eye on <br /> scheduling? <br /> Mr . Seaman said they would develop a preliminary schedule , it could be a <br /> part of the contract documents . The actual schedule has to be done by the <br /> general contractor. That schedule should be updated once a month initially. <br /> Joe asked if they help control the cash flow? <br /> Absolutely . With the schedule they can produce a projected cash flow which <br /> will be updated periodically for the town treasurer. <br /> 2 <br />
