The construction budget is not a <br /> bad one and we hope to better that budget, maybe give you some money back , <br /> lower costs up front and higher quality for the future . <br /> QUESTIONS <br /> Peter asked Mr. Aitchison his method , philosophy? How does it differ from <br /> traditional U . S. techniques? <br /> Mr. Aitchison said it is quantity surveying . In the UK that is a <br /> profession. He is a consultant appointed by the building owner and has <br /> overall financial control of the project from day one. He acts through all <br /> phases of the project. In North America there is not a quantity surveyor <br /> profession , there is no formal training for it. <br /> Peter asked if they have ever worked with SMMA before? <br /> Mr. Aitchison said they have as a cost consultant. They do work on an as <br /> needed basis. They are working with them on Chelsea but that will end next <br /> month. If we get this job with Mashpee , we will not take any more work <br /> with SMMA, that would be a direct conflict. <br /> It will not effect our objectivity or independence or our ability to work <br /> in your best interest. These days it is difficult to avoid relationships <br /> but we both have our professional reputations to protect. <br /> Janice asked if our schedule was viable, could we have something open for <br /> Sept 1996? <br /> Tony Esteves said he has worked on 14 schools and knows what it takes to <br /> get one open . If you start the design now, give it ample time . Be ready <br /> to go out to bid by late November, award the contract in mid February, <br /> begin construction and build for the next 15 months. It will be <br /> substantially completed by June/July and then allow 2-3 months for fixtures <br /> and be ready to open in Sept 1996 . <br /> Bill Jones explained we only need to house 3 grades in Sept. 1996 , can we <br /> avoid paying interest on bonds for empty space, it is a question of <br /> stretching the schedule vs . economics of efficient building. It is a <br /> challenge. Could you do an economic analysis of that? <br /> Tony Esteves said if you allow construction to go on after Sept. 1996 there <br /> will be a general conditions cost of $3-5 ,000 per day. You could drag out <br /> the final certificate of completion to Nov.-Dec. It is his opinion if you <br /> have children in the building you want the construction to be completed . <br /> Construction is somewhat dangerous. There are many issues to resolve, how <br /> to protect the students , if there is damage, who did it, resolve bus and <br /> traffic flow with trucks on the site . <br /> Joe asked if they hire an independent person to do the mechanical and <br /> structural review? <br /> Shannon Scarlet said Tams is a civil , structural architectural firm but <br /> don ' t have MEP in house, but they would get it. Beacon would review for <br /> constructability. She said she looks at coordination of all the trades. <br /> Paul asked why the town would want to hire a project manager, what is the <br /> value? Based on their past projects , is their a direct relationship <br /> between the money you saved the project, which would offset your fee? <br /> Mr . Aitchison said he has worked on building committees for 25 years. <br /> 5 <br />
